Other chapters <br />will be created as needed to support the results of the planning process. <br /> <br />5.1 Chapter 1: Introduction. City staff will update Chapter 1. <br /> <br />5.2 Chapter 2: Overall Goals. Community goals will be presented in the <br />corresponding plan chapters consistent with the format of the 1998 Plan. <br /> <br />5.3 Chapter 3: Land Use. City staff will assume the lead role in the <br />preparation of the land use chapter of the plan. The land use plan will <br />address the desired locations and mixes of residential, commercial, <br />industrial, office, institutional, mixed-use, public and semi-public uses. <br />In text and graphic forms, the land use chapter will illustrate the future <br />land use pattern, illustrate desired development forms and illustrate <br />specific development/redevelopment areas. It will discuss the <br />relationship and impacts of the future development of the TCAAP <br />property. HKGi will assist City staff in land use policy directions and in <br />assembling vignettes for potential future redevelopment areas <br />illustrating future alternative uses. <br /> <br />5.4 Chapter 4: Housing. The housing chapter will be prepared by HKGi. <br />It will include updated goals and policies. It will analyze existing <br />housing data, prepare a housing needs assessment, evaluate <br />neighborhood conditions, evaluate affordability, and evaluate lifecycle <br />and workforce housing needs. It will discuss the City's ongoing role in <br />housing and will identify local and regional resources to accomplish <br />housing objectives. <br /> <br />5.5 Chapter 5: Parks and Trails. City staff will update the Parks and <br />Trails chapter to include the information contained in the Arden Hills <br />Parks, Trails and Open Space Plan that was prepared by Ingraham & <br />Associates in 2002. (Ingraham & Associates merged with HKGi in <br />2005). As appropriate, the Parks and Trails chapter may be further <br />modified to reflect changes in the community since 2002 as well as those <br />anticipated in the future. <br /> <br />5.6 Chapter 6: Protected Resources. Chapter 6 will be updated by City <br />staff. HKGi will provide GIS mapping as needed to help facilitate the <br />update. <br /> <br />5.7 Chapter 7: Transportation Plan. The transportation section of the <br />Comprehensive Plan will be the responsibility of SEH. HKGi will <br />coordinate land use information required for transportation modeling <br />including TAZ data. In coordinating land use and transportation, HKGi <br />will provide input on walkablity, connectivity, street widths, and the <br />provision of sidewalks. <br /> <br />5.8 Chapter 8 Public Facilities and Services. The utility systems <br />portion of Chapter 8 will be prepared by Roseville's engineering staff <br />supplemented by other engineering consultants as required. HKGi will <br />
