<br /> <br />1. RECAP AND FEEDBACK <br /> <br /> <br />For this part of the discussion, staff would like to hear from Council on the following: <br />. Reaction to the April 2 meeting <br />. Reaction to the public input received to-date <br />. Direction to staff/consultants as to any further follow-up that should take place as a result <br />of the April 2 meeting <br /> <br />2. FINANCING STRATEGY <br /> <br />Mayor Harpstead and I attended a meeting on Wednesday, April 11 to discuss funding strategy <br />for the County Road H Interchange project as well as the Highway 10 and 96 project. At this <br />time discussion is focused on legislative options (state and federal). There are a few actions that <br />will likely need to take place in the near future. A timeline is being developed to further <br />illustrate this process for Council. We will be prepared to provide a verbal update at the work <br />seSSIOn. <br /> <br />3. NEXT STEPS <br /> <br />Council needs to consider the desired process for moving ahead with this project. Ultimately, <br />the Council has a series of decisions to make, the largest of which is determination of a preferred <br />option. <br /> <br />a. Process for determining a preferred option <br /> <br />Since the ultimate goal is for the City Council to make policy decisions regarding this <br />proj ect, and to select a preferred option for the intersection, staff and consultants need to <br />know what the Council desires in terms of additional information, documentation, and input <br />in order to assist you in the decision making process. <br /> <br />One task you could authorize is preparation of a final report. This could simply be formal <br />documentation of the process to date, which would ultimately include the final Council <br />decision. The report would be written documentation showing a process was followed and <br />what the outcome was. This could then be submitted to MnDOT and the County as the <br />City's final decision. This would be a timely point in the process to order such a report, <br />while information is fresh and recent. <br /> <br />In addition, you could ask or direct that certain additional information be included in the <br />report. To the extent you know what that information entails, you would include that when <br />ordering the report. <br /> <br />If there are other steps in the process the Council would like to add, we need to discuss those <br />at the work session. Ideas would include additional public meetings, specific topics needing <br />further study or analysis, or others the Council would like to see added. . Depending on the <br />nature and scope of the requested items, these items could add a small to significant amount <br />of cost, and is work not included in SEH's current contract and work plan <br /> <br />
