<br />Once those next steps are determined, we need to discuss who will take the lead on those <br />next steps, how those steps will be funded, and who will perform the work. For the specific <br />discussions recently regarding Highway 10 and 96, SEH has been performing the work at the <br />direction ofthe City Council. However, work to date has been done via SEH's contract with <br />RRLD. With all of the work they have done to date, and the extensive knowledge they have <br />of the area and this project, it would be my recommendation that if we proceed with <br />additional work to help Council make the final decision, that SEH would continue to do that <br />work. However, we need to discuss funding for additional work on this project. Certainly <br />this project is critical to the TCAAP project, but Highway 96 and 10 improvements would <br />likely be needed in the future even ifTCAAP did not develop. <br /> <br /> <br />b. TCAAP Access <br /> <br />It is critical in terms of the timing of the TCAAP Master Planning and Land Transfer <br />processes for the City Council to provide official direction regarding access to TCAAP from <br />Highway 10. At the last work session, Council provided general direction, indicating a <br />comfort level to continue the master planning process (including the further development of <br />the three concept plans) assuming access off of Highway 10. If that comfort level is still <br />present, I would recommend that the Council take formal action by motion at the next City <br />Council meeting. <br /> <br />CONCLUSION <br /> <br />In general, the purpose for tonight's work session is to provide Council with an opportunity <br />to react to the information received to date, including the April 2 public meeting, and further <br />to provide direction to staff and consultants regarding next steps. Specific items where we <br />are look g for direction include: <br />. Council requests for additional information, data, etc. <br />. Council input and feedback regarding project financing and legislative efforts <br />.
