<br /> <br />vision obstructed by the cars parked on the street, and with vehicles coming around the corner <br />from Grant Road. <br /> <br />The proposed gravel area is not immediately adjacent to the street, and therefore would not result <br />in washout of gravel to the street. The natural percolation feature is in accord with the <br />recommendations of the watershed district and the county. I believe this arrangement of gravel- <br />surfaced off-street parking is a practical response to the existing conditions and would be <br />beneficial to the neighborhood. Consequently, I am requesting a variance to enable construction <br />of the driveway and parking area as illustrated in the site plan. <br /> <br />Review of Seven Hardship Criteria <br /> <br />1. The property in question cannot be put to a reasonable use ifused under conditions allowed <br />by the official controls; <br />The property could still be put to a reasonable use without the proposed parking/turn-around <br />area, or with a paved area. However, insistence on 100% paved driveway and parking area <br />would result in the requestor reducing the amount of off-street parking provided. This would <br />result in a less safe and convenient arrangement, and would result in increased competition <br />among l1e residents for the available on-street parking spaces. . . <br /> <br />2. The plight of the landowner is due to circumstances unique to the property not created by the <br />landowner; <br />The existing on-street parking situation (competition for the few existing spaces) :s due to the <br />lack of direct street access for the properties to the north. <br /> <br />3. The deviation from the Ordinance with any attached conditions will still be in keeping with <br />the spirit and intent o/the Ordinance; <br />The proposed gravel-surfaced parking area is in keeping with the desire to provide safe and <br />convenient access to the properties. <br /> <br />4. The variance will not create a land use not permitted in the zone; <br />The variance is not creating or facilitating any new land use. <br /> <br />~. <br /> <br />The variance will not alter the essential character of the City; <br />The variance will not alter the character of the area, but allows adaptation of the new <br />construction to the existing conditions. <br /> <br />6. The variance is not for economic reasons alone; <br />The vana..'1ce is not Tor econoll1ic reasons alone. .Although u\~ gravel area is expected to be <br />less costly than a similar paved area, it would be cheaper yet to simply omit the proposed <br />gravel-surtaced parking/turn-around area. <br /> <br />7. The proposed use is permitted within the zone. <br />There is no prohibition applicable to the proposed parking/turn-around area. <br />
