<br />ARDEN HILLS CITY COUNCIL -JUNE 25, 2007 <br /> <br />4 <br /> <br />MOTION: Councilmember Grant moved and Councilmember Holden seconded a <br />motion to approve Planning Case 07-014 for a Preliminary Plat, Final Plat, <br />Variance, and the Updated Development Agreement for the Plat of <br />Hazelnut Park #3 Based on the Findings of Fact and the Submitted Plans <br />as Amended by the Ten Conditions in the June 25, 2007 Planning Case <br />Report. The motion carried unanimously (5-0). <br /> <br />B. 2006 Financial Statement Presentation <br /> <br />Ms. Iverson introduced Aaron Nielsen from MMKR. <br /> <br />Mr. Nielsen, MMKR, reviewed the 2006 Financial Statements. <br /> <br />The Council thanked staff and MMKR for the thorough reports. <br /> <br />MOTION: Councilmember Holden moved and Councilmember Grant seconded a <br />motion to accept the 2006 Financial Reports. Resolution 07-41 Orderinl! an Alternative Urban Areawide Review (AUAR) <br />for the Twin Cities Armv Ammunition Plant Redevelopment Proiect <br /> <br />Ms. Barton stated in preparation for the proposed redevelopment of the Twin Cities AmIy <br />Anrmunition Plant (TCAAP), the City has elected to perform an Alternative Urban Area-wide <br />Review (AUAR) to assess potential impacts from the proposed redevelopment. <br /> <br />The Minnesota Environmental Quality Board (EQB) requires the Responsible Govermnent Unit <br />(RGU), which in this case is the City of Arden Hills, to formally order the AUAR to initiate the <br />process. <br /> <br />The EQB allows 120 days from the order of the AUAR to the publication of the final AUAR. <br />However, upon request of the RGU, that period of time may be extended. Given the extensive <br />review involved in this process, staff is recommending the City request an extension to March <br />24, 2008, to ensure sufficient time to complete the AUAR process. This date is consistent with <br />the proposed timeline. <br /> <br />Councilmember McClung stated they had discussed this previously and he believed they were <br />going to wait to a future date to approve this. Nancy Frick, SRF Consulting, responded the <br />rules did not require the Order take place at this particular time, but they needed to proceed with <br />an impact analysis and proceeding with this at this time would be helpful. <br />
