The City of Arden Hills is required to updale their Comprehensive Plan every ten years. The current <br />update is due by the end of2008 alld will look to the future year of 2030. The Transportation Plan is an <br />important aspect of the Comprehensive Plan that will guide the City's transportation system for the next <br />ten years. As consistent with the Metropolitan Council Local Planning Handbook, the 2030 Transportation <br />Policy Plan will emphasize a multi-modal transportation system. <br /> <br />The primary transportation network within the City of Arden Hills is composed of the interstate highway <br />system, state highways, and county roads. In addition to serving local trips, these roadways also serve <br />regional trips into and through the City. There is currently a high volume of traffic on these roadways <br />within the City and this high volume generates areas of congestion during the peak hours of the day. As <br />the City increases in size due to local growth, growth in the Twin Cities Anny Ammunition Plant <br />(TCAAP) site, and regional growth within cities outside of Arden Hills, a citywide transportation system is <br />important to ensure that traffic moves through the community safely and efficiently. Both lhe existing <br />traffic conditions and the future traffic conditions will be looked at to produce a transportation plan that is <br />useful to the local and regional community; now and into the future. The Transportation Plan will address <br />the question of how the community as a whole will be connected to the rest of the Twin Cities metropolitan <br />region and beyond. <br /> <br />Bolton & Menk, Inc. looks forward to building on the momentum of the Comprehensive Plan and the <br />TCAAP AUAR. Bolton & Menk understands that this Comprehensive Plan Update will need to satisfY <br />the requirements of the Metropolitan Council, but also address the TCAAP Amendment to the City's 1998 <br />Comprehensive Plan. <br /> <br />The Transportation Plan will address the required components of the local transportation plan including <br />Traffic Analysis Zones (TAZ), highways and roads, bikes and pedestrians, special situations, transit, and <br />aviation. It will meet the minimum technical and analytical requirements as required by the Local <br />Planning Handbook, 2030 Transportation Policy Plan, and Arden Hills' system statement. <br /> <br />In the sections that follow, we describe the components of our plan process, utilizing the work program <br />outline from the Request For Quote.
