Landscaping <br /> <br />A specific landscaping plan for each building or construction project would be developed <br />during the site plan review process, and they would be expected to meet the landscaping <br />standards the City requires at the time of the permit review. <br /> <br />The College has submitted a preliminary landscaping plan for the eastern side of the campus <br />near the proposed road relocation as requested by the Planning Commission during their <br />March 2007 review (Attachment 3D-I). A detailed landscaping/screening plan review will <br />be part of the site plan review process for each phase of the development, including the ring <br />road, the dormitory, and the parking garage. <br /> <br />4. Full-time Equivalent Students <br /> <br />As noted earlier, the College is proposing to expand from 1650 full-time equivalent students <br />to 2,400 full-time equivalent (FTE) students. The College has submitted the following <br />formula for calculating how many people create one FTE: <br /> <br />Hiqher Education Directorv/Common Data Set Method: <br /> <br />FTE = Full-time Headcount + (Part-time Headcount/3) <br /> <br />Over 95 percent of the students typically are full-time (12 or more credits). So, for example, a full- <br />time headcount of 1601 students, plus a part-time headcount of 66 students results in a FTE <br />number of 1623. <br /> <br />Previous Recommended Conditions of Approval <br /> <br />The following fourteen conditions were included in the initial recommendation for approval to <br />the City Council. Most of these conditions are included in the revised conditions for approval. <br />1. Enrollment shall not exceed 2400 full-time equivalent students, and a definition of FTE <br />shall be provided in the Master Plan document. <br />2, The Northwestern College Master Plan shall be subject to a review by the Planning <br />Commission and City Council every five years in order to review general activity on the <br />campus and to evaluate compliance with the Master Plan, These reviews shall include, <br />but not be limited to, reviewing enrollment, parking conditions, landscaping/screening, site <br />plans, construction projects, other needed mitigation measures, and overall progress on <br />and compliance with the Master Plan. The first review shall occur no later than five years <br />after the date of approval by the City Council. Amendments to the Campus Master Plan <br />shall require public hearings whether or not they occur the same time as the five year <br />review, <br />3.
