3. Landscaping A specific landscaping plan for each building or construction project would be developed during the site plan review process, and they would be expected to meet the landscaping standards the City requires at the time of the permit review. The College has submitted a preliminary landscaping plan for the eastern side of the campus near the proposed road relocation as requested by the Planning Commission during their March 2007 review (Attachment 3D-I). A detailed landscaping/screening plan review will be part of the site plan review process for each phase of the development, including the ring road, the dormitory, and the parking garage. 4. Full-time Equivalent Students As noted earlier, the College is proposing to expand from 1650 full-time equivalent students to 2,400 full-time equivalent (FTE) students. The College has submitted the following formula for calculating how many people create one FTE: Hiqher Education Directorv/Common Data Set Method: FTE = Full-time Headcount + (Part-time Headcount/3) Over 95 percent of the students typically are full-time (12 or more credits). So, for example, a full- time headcount of 1601 students, plus a part-time headcount of 66 students results in a FTE number of 1623. Previous Recommended Conditions of Approval The following fourteen conditions were included in the initial recommendation for approval to the City Council. Most of these conditions are included in the revised conditions for approval. 1. Enrollment shall not exceed 2400 full-time equivalent students, and a definition of FTE shall be provided in the Master Plan document. 2, The Northwestern College Master Plan shall be subject to a review by the Planning Commission and City Council every five years in order to review general activity on the campus and to evaluate compliance with the Master Plan, These reviews shall include, but not be limited to, reviewing enrollment, parking conditions, landscaping/screening, site plans, construction projects, other needed mitigation measures, and overall progress on and compliance with the Master Plan. The first review shall occur no later than five years after the date of approval by the City Council. Amendments to the Campus Master Plan shall require public hearings whether or not they occur the same time as the five year review, 3. The applicant shall amend the Master Plan to comply with the applicable comments in the February 5, 2007, letter from the Fire Marshal; the February 16, 2007, memo from the Building Official; and the March 1,2007, memo from the Civil Engineer.
