General Zoning Regulations

Regulation: Height - (Section 1325.09 Subd 3D) -"on city water towers, antennas placed on
the top ofthe tower shall not exceed the height ofthe tallest existing antenna placed at that
location. "
Proposal: The water tower at 1230 Red Fox Road, also known as the South Tower, is
approximately 150 ft tall. The proposed antennas will be mounted at the top of the tower.
The Sprint antennas themselves are 4 ft 4 inches tall and so will be at a total height of 154
feet, four inches. The current Nextel antennas are each nine feet in height and located at the
top of the tower. The proposed replacement Nextel antennas would be eight feet in height
and similarly located. The proposed antennas would not exceed the height of the tallest
existing antennas.

Regulation: Location - (Section 1325.09 Subd 4) - antennas shall be located on sites or
buildings in areas that are the least obtrusive to nearby properties and public streets.
Proposal: The South Tower has been identified as a reasonable place to locate cell antennas
in the past due to is location and proximity to industrial uses. The proposed plan will result
in a net decrease in the number of cell antennas located on the water tower. However, the
plan will also increase the number of antennas located on the top ofthe tower where they are
the most visible from neighboring properties and the public right of way. This will be
mitigated by painting the antennas a similar color to the water tower, which is required by the
Zoning Code.

Regulation - Number of Antennas or Towers - (Section 1325.09 Subd 5B) -- "On City water
towers, the number of antennas permitted on the structure and ground will be determined but
the requirements outlined in Section 1320.06 of the Zoning Code and is structurally
allowable" .
Proposal - The Zoning Code does not specify the numbers of or requirements for antennas
permitted on City water towers. According to letters from the applicant's engineers, the
guardrails that the antennas would be mounted on are structurally sufficient to handle the
proposed changes.

City of Arden Hills
Planning Commission Meeting for October 3, 2007

\\Metro-inet.uslardenhillslPlanninglPlanning Cases\2007\07-024 Sprint-Nextel CUP Amendment\100307 - PC Report - Sprint CUP
Amendment.doc

Page 3 of8
