THE PLANNINGCHARGE I <br />brings together existing resources and projected needs <br />establishes departure points for an on-going planning effort. <br />The Institutional Plan <br />A Facilities Plan is the physical component of a comprehensive Institu- <br />tional Development Plan. As the chart above indicates, an overall Insti- <br />tutional Plan would provide a framework for the separate systems to <br />function together as a coordinated whole. <br />In an educational institution, the direction of the institution is usually <br />set by the academic endeavors. All other functions are auxiliary to <br />the educational endeavors and exist to support them. The educational <br />goals are supplemented by financial and facilities goals and, properly <br />oriented, all dovetail into the overall mission of the institution. <br />Education in a system should not suffer from unequal resources. The <br />purpose of an Institutional (Campus) Development Plan is to: <br />... correlate the human, educational, financial, physical and intangible elements of the educational <br />environment into an optimal relationship within the institution. <br />Used to its potential, the Institutional Development Plan becomes a <br />formidable tool in the hands of the College's administration to manage <br />limited resources and to promote the image of a well -organized institu- <br />tion. It may also assist in obtaining funding for the endeavors of an <br />organization that can identify its physical limitations and one which <br />knows where it is going. <br />Coordinated by the Institutional Plan, facilities planning will be tied to <br />institutional goals, program objectives, financial limitations and plans, <br />and organizational and manpower planning. Subplans prepared for <br />these individual, major functions should integrate the units into a com- <br />prehensive system of planning and management. <br />Periodic Review & Monitoring of Plan Implementation <br />In order to make such reviews effective, data and methods should be <br />documented and maintained as the college implements this plan: <br />1) data on basic inventory, space need projections, student enrollment, <br />space use and station utilization, and the like be maintained by the <br />director for facilities planning <br />2) a Facilities Planning Committee take "ownership" of the plan, oper- <br />ate on a scheduled basis, and use the Master Facilities Plan as a ref - <br />NORTHWESTERN COLLEGE CAMPUS MASTER PLAN PARTNERS & SIRNY ARCHITECTS PAGE 1.4 <br />
