PLANNINGISSUES& ANALYSES III <br />9. 'Institutional' level quality of building materials has an initially <br />higher cost, but the true 'life cycle cost' reflects the true lower <br />cost. (cavity wall construction, window construction meeting air <br />infiltration standards, built-up roof standards, exterior ductwork <br />insulation, indoor air quality, etc.) <br />10. There are some particularly significant code issues. Particularly <br />egregious are existing corridors that should have the code <br />required 1 -hour fire protection. Common air return in corridors <br />(doors, air transfer, HVAC balance) is an especially acute problem. <br />11. Even small renovations will require meeting statutory require- <br />ments which have associated costs (ex. asbestos abatement, sprin- <br />kler systems, rated corridors, air exchanges, etc.). <br />Grounds/Operational Services Further "squeezing" and extension of the school day will produce addi- <br />tional stress on setup and cleaning time: <br />a. "adult" seating takes more time to clean; less time during day. <br />b. setup time availability. Ex. may need 6 people to set up in 20 <br />minutes rather than 2 people over 60 minutes. <br />c. Custodial space very short; especially for new, larger more effi- <br />cient equipment; as well, IT has needed to take some of the <br />space. (Note: Long Range Plan for IT integrated with other <br />interests on campus?) <br />d. Access to classrooms/labs for cleaning; overtime pay for off - <br />hour times available for cleaning?; Few lounges on main campus <br />proper places cleaning burden due to food in classrooms and <br />labs; squeeze on day will further restrict cleaning access time. <br />(Develop policy for food use in buildings?) <br />Parking is tight for normal use by faculty, staff and visitors, as well <br />as dorm students. Before re -active response of squeezing in one here <br />and one there, need to look at overall impact of adding parking spaces. <br />(Long range campus FTE capacity, site capacity, future buildings if any, <br />aesthetics as part of campus life, etc.) May have to institute parking <br />restrictions (many options for classes of restrictions). Parking issue <br />makes access for snow plowing difficult. Athletic and special events <br />are a particularly difficult problem (student dorm parking, alumni back <br />on campus, invited guests, etc.). <br />Deferred Maintenance Plan A cursory review of the College's Deferred Maintenance Plan was per- <br />formed. In general, the report was well done, but predominantly engi- <br />neering oriented. The report should be tempered with an architectural <br />perspective to maintain architectural integrity of campus. Comments <br />included the following: <br />1. Asbestos allowance seems quite low <br />2. No mention of rated corridor reqmts. Ex: Riley at Pres office. <br />3. Interior architectural finishes and materials should be consistent <br />with the image and quality of the college.
