<br />~ <br />.--A~ HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />September 19,2007 <br /> <br />Agenda Item: 7.B. <br /> <br />TO: Honorable Mayor and City Council <br />Michelle Wolfe; City Administrator <br /> <br />FROM: Michelle Olson, Parks and Recreation Manager ':nt& <br /> <br />SUBJECT: Cunnnings Park Reconstruction Project <br /> <br />BACKGROUND <br />On July 9, 2006 at a Regular City Council Meeting, City Staff presented information on the <br />subject of establishing a maintenance schedule for all hard court play areas in the City. At that <br />meeting, staff presented three courts in poor condition that were overdue for maintenance <br />(Floral, Royal Hills, and Cunnnings). The City Council decided to amend the 2006 budget in <br />order to immediately resurface Floral Park and Royal Hills hard court play areas. Resurfacing <br />work on those courts took place in October of 2006. At that time, staff informed the City <br />Council that the hard court play area at Cummings Park was in need of a reconstruct versus a <br />simple resurface. It was discovered at that time that the courts had cracks and heaving that could <br />not be resolved from a resurface. City Council directed staff to budget for a reconstruct in 2007. <br />The estimate that staff received at that time was for $35,000. <br /> <br />The City has never done a reconstruction proj ect on a hard court play area before. In order to <br />ensure that quotes for service were comparable, staff requested engineering assistance to produce <br />specifications and to establish recommendations based on findings. WSB & Associates, Inc. was <br />engaged to complete this work. <br /> <br />BUDGET <br />After completion of the soil boring, specifications, and plans, WSB & Associates, Inc. did solicit <br />quotes from five contractors who specialize in tennis court reconstruction. The quotes were <br />returned with an average price of approximately $65,000 (The engineer's estimate is included). <br />As stated earlier, staff budgeted $35,000 from the Special Revenue Park Fund for this project. <br />Due to the high bids, the City will be required to competitively bid the project. Due to the time <br />of year, this will delay the project until 2008. However, this will give the City time to <br />appropriately budget for the project in spring of 2008.
