<br />Ms. Kl'isline Gig<l <br />October 8, 2007 <br />Page 4 <br /> <br /> <br />Project Team <br /> <br />Barr's team has extensive experience with complex property assessments, site investigations, and <br />remedial designs in support of brown fields redevelopment. Project manager Sara Gaffin has <br />significant experience with many environmental cleanup sites in Minnesota. Principal Allan Gehhard <br />has over 40 years of experience and has led many of Barr's complex RIs, feasibility studies, and <br />remedial action plans. He consults with several clients on Superfund projects nationwide. This core <br />team will be backed by the rest of Barr's assessment and remediation group, including more than 70 <br />scientists and engineers with Supcrfund and brownfield redevelopment experience. It's hard to <br />imagine a contaminated-site situation that one of Barr's staff has not experienced firsthand. <br /> <br />Short summaries of the Barr team's qualifications and experience are summarized in the following <br />paragraphs. As stated above, Sara will be your primary contact and AI will be available to provide his <br />experience to Sara and to attend meetings with City staff, the developer, the developer's consultant, <br />regulatory authorities, the Army, or the City Council as appropriate. We have also listed staff thllt <br />will be aVllilable for field inspections of on-site remedial activities (once the project proceeds to that <br />point) or to complete background work on RAPlredevelopmcnt conccpts that may be suggested by <br />the developer. <br /> <br />The primary members of the Barr team are shown below. <br /> <br /> <br />Sara Gaffin, P.E., Environmental Engineer Project Manager <br />Sarli has more than eight years of experience in the areas of environmental <br />assessment and investigation, remedial design, hazardous waste management, <br />cost estimating, and remedial action coordination for redevelopment projects. She <br />has a degree in geological engineering and geology from the University of <br />Wisconsin-Madison. Since 2002, Sara has assisted the city of New Brighton with <br />the Northwest Quadrant (NWQ) project (see project examplc). Her <br />rcsponsibilities for the NWQ project ineludc conducting Phase I asscssmcnts; <br />managing Phase [[ investigations; preparing response action plllns; completing <br />construction plans and specification for asbestos and hazardous materials <br />abatement, building demolition, contaminated soil excavation, and site clearing <br />activities; assisting City staff with the contracting and bidding process; <br />construction management; and acting as a liaison for City staff, MPCA staff, <br />contractors, and developers throughout the project. <br /> <br />Sara will be Barr's project manager on this project and will have day to day <br />responsibility for document review, project deliverables and communications <br />with the City and other project stakeholders. Sara's billing rate is $IIO/hr. <br />
