<br />Ms. Kristine Giga <br />October 8. 2007 <br />Page 5 <br /> <br /> <br /> <br />Allan Gebhard, P.E., Civil Engineer <br /> <br />Principal <br /> <br />AI has over 40 years of experience as an engineering consultant at Barr, including <br />serving as the Company's president from 1985 to 2000. He has directed a wide <br />range of Superfund and brown field redevelopment projects, involving many of <br />the largest and most complex sites in Minnesota. He is knowledgeable about US <br />EPA and State regulations and guidance regarding site cleanups. He has served <br />as an expert witness on Superfund related matters and consults with clients on <br />Superfund cleanups across the Country. AI's recent experience includes serving <br />as principal in charge for a large redevelopment in a western Twin Cities suburb <br />that involved the excavation of 100,000 cubic yards of contaminated soil. He has <br />consulted with the City of New Brighton on TCAAP and other Superfund site <br />related issues since 1984. He was Barr's lead consultant in assisting the City of <br />New Brighton with the purchase and successful redevelopment of the MacGillis <br />& Gibbs property, an NPL listed Superfund site (see project example). <br /> <br />As an officer of Barr, AI will have corporate responsibility for the success of the <br />project. He will review all deliverables. He will also assist Sara in document <br />interpretation and strategy development. His hilling rate is $180/h... <br /> <br />Marta Nelson <br /> <br />Data Quality Specialist <br /> <br />Marta's role will be as technical advisor to the team in reviewing the QAPP and <br />QA/QC review of analytical data collected during the remedial investigations. <br /> <br />Marta is part of Barr's laboratory data quality management team. Barr's data <br />quality management system handles most of the data Barr receives. which totals <br />two to four million dollars-worth annually. Marta's responsibilities include <br />performing an annual audit of Barr's contract laboratories and recommending <br />improvements to their quality management systems and reviewing and updating <br />Barr standard operating procedures. Marta writes QAPPs (quality assurance <br />project plans), validates CLP (EP A contract laboratory program) and non-CLP <br />data, coordinates laboralory analysis, and writes analytical data validation <br />reports. <br /> <br />Marta will assist Sara in reviewing the laboratory data and advising the team of <br />any QA/QC issues that are identified. Her billing rate is $90/hr. <br />
