<br />ARDEN HILLS PLANNING COMMISSION - NOVEMBER 7, 2007 <br /> <br />7 <br /> <br />Chair Sand inquired about the term LOS. Mr. Benshoof stated it stands for Level of <br />Service and explained the levels. <br /> <br />Chair Sand stated it appears that exiting out of the site currently is at the lowest level. <br />Mr. Benshoof stated an extended right turn lane would assist with the traffic flow. He <br />stated left turns will involve a lengthy delay. <br /> <br />Chair Sand stated increasing the stacking lane would address some of the traffic that <br />backs up. Mr. Benshoof stated a lengthened right turn lane would provide an improved <br />alternative to turn right when they may have otherwise turned left. <br /> <br />Chair Sand inquired about working with the County to change the timing ofthe lights. <br />Mr. Benshoof stated there will still be delays even if there are changes. <br /> <br />Chair Sand inquired about a statement in the report that indicates that there are no <br />feasible mitigation measures. Mr. Benshoof stated there are limitations in the peak hours <br />and it is a delay that occurs at many intersections. <br /> <br />Commissioner Holewa stated the lengthened right turn lane would have a negative impact <br />on the traffic moving north on Lexington. Mr. Benshoof stated the volume of the right <br />turn lane would increase and their observations and analysis indicates there is a problem <br />with the peak hour traffic. He stated the issue was brought to the County Engineer. <br /> <br />Commissioner Holewa stated the westbound left turn lane is short and it will back up. <br />Mr. Benshoof stated he isn't sure of the length of it, but doesn't think there would be a <br />back up. <br /> <br />Commissioner Holewa stated that as the north side of County Road E is developed traffic <br />will increase. Mr. Benshoof stated the County Engineer is concerned about left turns out <br />and the County could put restrictions on it. <br /> <br />Commissioner Holewa stated limiting the access to the property decreases the amount of <br />people willing to go there. <br /> <br />Commissioner Modesette inquired about how analysis is conducted regarding which <br />entrances would be used. Mr. Benshoof stated it is important to allow as much choice as <br />possible and right now there are two entrances. <br /> <br />Chair Sand stated he is concerned for the traffic turning left out of the parking on to <br />County Road E. He inquired about widening the lanes in front of the strip mall. <br /> <br />Chair Sand inquired about the center island. Mr. Benshoof stated it would be made of <br />concrete, about six inches high and four feet wide. <br /> <br />OR~f1 <br />
