<br />ARDEN HILLS PLANNING COMMISSION - AUGUST 1,2007 <br /> <br />4 <br /> <br />B. PLANNING CASE #07-018 - ; MASTER PLANNED UNIT DEVELOPMENT, <br />FINAL PLANNED UNIT DEVELOPMENT FOR PHASE 1, PRELIMINARY <br />PLAT, AND FINAL PLAT; APPLICANT; 3527 LEXINGTON A VENUE NORTH <br />- PUBLIC HEARING <br /> <br />Chair Sand requested Mr. Lehnhoff to give a summary of the applicant's requested <br />review of a Master Planned Unit Development, Final Planned Unit Development of <br />Phase One, Preliminary Plat, and Final Plat of the Arden Plaza redevelopment proposal. <br /> <br />Mr. Lehnhoff cited the requested deviations (drive-through, reduced parking, increased <br />signage, lot configuration) and displayed the survey and topographical map of the 12.77 <br />acres, architectural site plan, landscape plan, preliminary lighting plan, free-standing <br />signage plan, and building elevation and signage. He stated the public hearing is for <br />information only and had been delayed so additional traffic information could be <br />obtained, with expectation that it will come before the Planning Commission for action, <br />likely on September 5. <br /> <br />Chair Sand opened the floor to Commission questions. <br /> <br />Commissioner Holewa asked for clarification that parking would be reduced to <br />accommodate the proposal's increased retail space, and Mr. Lehnhoff responded that the <br />applicant's have submitted research indicating that the reduced parking would meet their <br />needs with the proposed new uses. <br /> <br />Commissioner Larson asked whether there will be changes made to the remaining strip <br />mall, and Mr. Lehnhoff responded that no changes are anticipated to the current retail <br />mall. <br /> <br />Commissioner Modesette inquired as to whether the 408 proposed parking spaces are a <br />reasonable number to support the recommended changes, and Mr. Lehnhoff responded <br />that staff is comfortable with the count based on the submitted parking research, though it <br />may be reasonable to hinge additional parking to development of the final building. <br /> <br />Commissioner Modesette noted a numbering discrepancy between notation of sign <br />districts 5 and 6 in the Sign Component table on page 9 of the staff report and sign <br />districts 4 and 5 in narration of paragraph 2 ofthat section. Mr. Lehnhoff apologized and <br />confirmed there was a typographical error, that it should read sign districts 4 and 5 on <br />both. <br /> <br />Commissioner Larson asked for confirmation that the proposed PUD shows Walgreen's <br />as the only new building at this time with two more pads available. States that lot 4 could <br />be retained as insurance should parking prove inadequate. Mr. Lehnhoff confirmed this <br />but said further discussion is needed with the applicant and attorneys regarding the timing <br />ofthe development and the proposed building for lot 4. Commissioner Larson then asked <br />if there would be potential to reconfigure parking, allowing for more than one row of cars <br />
