<br /> <br />The proposed tenant for Lot 2 is a Walgreen's store. The developer does not yet have tenants <br />for lots 3 or 4. Prior to development, lots 3 and 4 would return to the Planning Commission <br />and City Council for review. <br /> <br />The project is being reviewed through the PUD process, which allows the City to grant <br />flexibility within the typical zoning code requirements. More information about the PUD <br />process is provided below. As part ofthe redevelopment proposal, the applicant is requesting <br />the following deviations: <br />1. Increased monument and wall signage for the development; <br />2. Reduction in the parking requirements; <br />3. Permit a drive-in within 1,320 feet of another drive-in, <br /> <br />Because the PUD process allows the City to be flexible with the typical design standards, the <br />above deviations are not considered variances and the variance review criteria do not apply. <br />However, the City is not required to grant the requested deviations if there is a rational basis <br />for denial. <br /> <br />This proposal technically includes four requests: <br />1. Master Planned Unit Development for Phases 1-3 of the Arden Plaza Redevelopment; <br />2. Final Planned Unit Development for Phase 1 ofthe Arden Plaza Redevelopment; <br />3. Preliminary Plat to subdivide the property into four lots; and, <br />4. Final Plat to subdivide the property into four lots. <br /> <br />2. Review Timeline <br /> <br />On August 1, 2007, the Planning Commission held a public hearing for the proposed <br />redevelopment of the Arden Plaza property, which is located at the southwest corner of <br />County Road E and Lexington Avenue. The application was tabled at that meeting pending <br />the submission of additional traffic data that was requested by Ramsey County and City <br />Staff. <br /> <br />At the September 5,2007, meeting, the Planning Commission reviewed and provided <br />comment on an updated version of the redevelopment proposal. The applicant presented <br />revised plans that incorporated suggested changes from the August 1, 2007, meeting. The <br />application was tabled at the request ofthe applicant because the requested traffic study was <br />not yet complete, <br /> <br />The Planning Commission tabled the application at the October 3, 2007, Planning <br />Commission meeting at the request of the applicant.
