<br />ARDEN HILLS CITY COUNCIL - OCTOBER 29,2007 <br /> <br />10 <br /> <br />City Attorney Filla stated the City could specify the timing of the landscaping. <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Holden seconded a motion <br />to approve Planning Case 06-037 for a Campus Master Planned Unit <br />Development for Northwestern College at 3003 Snelling Avenue Based on <br />the Findings of Fact and the Submitted Plans as Amended by the Twenty- <br />three Conditions in the October 29, 2007 Planning Case Report. The <br />motion carried unanimously on the amendment (5-0). <br /> <br />Mayor Harpstead questioned whether the Tree Preservation Act and maintenance of <br />landscaping should be included. City Planner Lehnhoffreplied that is more appropriate <br />during the site plan review. He commented condition 17 addresses trees. City Attorney <br />Filla recommended the applicant comply with all regulations. City Planner Lehnhoff <br />commented it is covered in Condition 5. <br /> <br />MOTION: Councilmember Grant moved and Councihnember Holden seconded to <br />amend condition 15 to read: 15. Lighting. Lighting from any new or <br />remodeled structures, parking lots, roads, vehicular traffic, or other <br />campus features shall be prohibited from shining directly onto adjacent <br />properties and shall not exceed the lighting limitations in the Arden Hills <br />Zoning Code. <br /> <br />MOTION: Councilmember Holden moved and Councilmember Grant seconded to <br />amend condition 7 to read: 7. Parking Structure Design. The parking <br />structure (Building 23 on the Northwestern College Master Plan Scope) <br />shall be designed so that vehicles are not required to traverse the relocated <br />ring road when entering or exiting the parking structure. Lights from <br />vehicles shall not shine onto adjacent properties when exiting, entering, or <br />o the parking structure. Lighting from the parking structure shall not shine <br />into adjacent properties. The design ofthe structure shall be responsible to <br />other buildings on the campus and compatible with the residential <br />character of the snrrounding neighborhood. <br /> <br />MOTION: Councilmember McClung moved and Councihnember Grant seconded the <br />addition of Condition 24 that landscape screening be a multi-layered <br />landscape approach and shall be required to prohibit lights from shining <br />onto adjacent properties. The motion carried unanimously on the <br />amendment (5-0). <br /> <br />MOTION: Councilmember McClung moved and Councihnember Holden seconded <br />the addition of Condition 25 landscaping plans shall be substantially <br />similar in size and quality as in attached Exhibit A of the PUD permit for <br />parking garage and ring road and subject to site plan review. The motion <br />carried unanimously on the amendment (5-0). <br /> <br />
