<br />ARDEN HILLS CITY COUNCIL - OCTOBER 29, 2007 <br /> <br />9 <br /> <br />Councilmember Grant requested information on Rice Creek Watershed District. Mr. <br />Lindgren replied Rice Creek had been informed of the project and would touch the <br />project at every step. <br /> <br />Councilmember Grant referenced the R-I 35% impervious surface. City Planner <br />Lehnhoff replied it includes the Roseville side. He wanted to make sure the Arden Hills <br />side did not exceed 35%. <br /> <br />Councilmember Holden stated her main concern is with storm water pond locations and <br />plans for existing runoff into the lake. Mr. Thompson pointed out the locations of <br />culverts, storm water ponds, and best practice infiltration ponds. He explained various <br />solutions to treat storm water. <br /> <br />Councilmember McClung asked if preliminary discussions were held with Rice Creek. <br />Mr. Thompson replied the Civil Engineer has had ongoing conversations with Rice <br />Creek. <br /> <br />Councilmember Holden requested the utility pole issue be addressed. Mr. Lindgren <br />replied Excel Energy had control over these poles. <br /> <br />Discussion ensued. <br /> <br />Councilmember Holden asked if the tree preservation act would impact this project. <br />City Planner Lehnhoff replied it would apply to future site plan reviews. <br /> <br />Mayor Harpstead asked for comments on activity limits. Ms. Gross explained that time <br />limits were set for campus activities of9:00 p.m. or 10:00 p.m. <br /> <br />Mayor Harpstead asked when garbage pickup occurred. Mr. Humphries replied it <br />would not be prior to 8:00 a.m. Councilmember Holden inquired about screened <br />garbage receptacles. City Planner Lehnhoff indicated the garbage receptacles would <br />need to be screened per City Code. <br /> <br />Councilmember Grant asked if there are plans to light the roads. Mr. Humphries <br />replied there are lights in existence for safety. He stated they are directed away from <br />residents. Councilmember Grant would like the lights included in the conditions. <br /> <br />Councilmember Holden mentioned the loudspeakers at events. Mr. Humphries replied <br />this has been addressed in that the speakers would be turned down. <br /> <br />Councilmember McClung requested landscaping mitigation be included in the PUD. <br /> <br />Councilmember Holden questioned how landscaping is addressed. City Planner <br />Lehnhoff explained the process for landscaping. <br />
