<br />ARDEN HILLS CITY COUNCIL - OCTOBER 29,2007 <br /> <br />11 <br /> <br />MOTION: Councilmember Holden moved and Councilmember McClung seconded <br />the addition of condition 26 that year round outside events on the Campus <br />Green would not exceed 9:00 p.m. in general and 10:00 p.m. once per <br />semester and exceptions may be granted subject to Council review. The <br />motion carried unanimously on the amendment (5-0). <br /> <br /> <br />Councilmember Holden pointed out the issue of the motorcycle along the fence. Mr. <br />Lindgren replied this area is part of the Xcel easement. <br /> <br />Councilmember Holden questioned whether the open communication with the residents <br />would continue. Mr. Lindgren replied they would take the lead <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Holden seconded, a motion <br />to approve Planning Case 06-037 for a Campus Master Planned Unit <br />Development for Northwestern College at 3003 Snelling Avenue Based on <br />the Findings of Fact and the Submitted Plans as Amended by the Twenty- <br />three Conditions in the October 29, 2007 Planning Case Report and the <br />three added conditions. The motion carried unanimously on the <br />amendment (5-0). <br /> <br />B. Proyide Direction Rel!ardinl! the CUffiminl!s Park Hard Court <br />Reconstruction Proiect <br /> <br />City Administrator Wolfe distributed a report from the Engineering Firm on the <br />Cummings Park reconstruction. <br /> <br />Parks and Recreation Manager Olson reported on the Cummings Park Hard Court <br />Reconstruction proj ect. She stated the cracks start from the concrete posts and fence. She <br />reported there are some old concrete footings that were resurfaced over and are causing <br />cracks. She stated the first option includes competitively bidding the project in 2008 with <br />the current scope prepared by the engineer or the second option is to resurface the court <br />within the current budgeted amount in 2008. She reported staff recommends <br />competitively bidding the project in the spring of 2008, with the engineer's current <br />recommended scope. She commented staff would then be able to budget appropriately <br />from the Special Revenue Park Fund for the project in 2008. <br /> <br />Councilmember Holden asked whether any of the items on the list from WSB <br />Engineering could be performed by staff. Parks and Recreation Manager Olson <br />replied that staff could do some items internally. She stated the bid would be out in <br />January 2008 with construction beginning in the spring 2008. <br /> <br />MOTION: Councilmember Holden moved and Councilmember Grant seconded a <br />motion to approve total reconstruction of Cummings Park Hard Court with <br />a competitive bid let as soon as possible. The motion carried unanimously <br />(5-0). <br />
