<br />ARDEN HILLS CITY COUNCIL - OCTOBER 29,2007 <br /> <br />8 <br /> <br />add to the conditions. She indicated the undisturbed areas on the map after construction. <br />She requested that the R-I 35% impervious surface requirement be enforced around Lake <br />Johanna. Ms. Jacobson pointed out the location of a storm water pond and stated the area <br />is in a glen of mature trees, which would be a disaster and is an inappropriate use of the <br />land. She concluded she would like limitations on when events could be held outside in <br />the R -I district and that new buildings not be washed in light like the KTIS building. <br /> <br />Dr. Sylyia Sekhon, 1575 Edgewater Avenue, reported she has seen the lake decline in <br />her lifetime. She expressed concern that the increased traffic would increase the safety <br />concerns for the area. She stated the freshmen students do have cars. She commented <br />students have told her that it is difficult to find parking spaces. She asked whether Rice <br />Creek Watershed was consulted about the impact on Lake Johanna as it is dying. <br /> <br /> <br />Ms. Monica Gross, 2002 Glenpaul Avenue, stated she is an employee of the college and <br />appreciates and highly regards the input from the community. She stated she also cares <br />about the community she works in. She spoke on behalf and in support of the plan. <br /> <br />Ms. Barbara Younoszai, 1574 Glenhill Road, commented her property has been <br />impacted much more than anyone else. She commented she is a professor at Hamline <br />University and understands the benefits to and the problems students add to the <br />community. She stated everyone realizes colleges are expanding and growing pains are <br />hard on everyone. She built upon the specifics outlined by Ms. Jacobson. She suggested <br />that the ring road is not needed. She stated she liked the idea of layered landscaping. <br /> <br />Mr. Tom Fabel, 1550 Edgewater Avenue, stated the concerns of his friends and <br />neighbors include the use of the property by the college. He commented he would like <br />the college to continue a process of neighborhood outreach to address the concerns and <br />continue a harmonious relationship. <br /> <br />Mr. Lindgren addressed Council to respond to the concerns expressed by residents. <br /> <br />Mr. Dick Thompson, TKDA, addressed the storm water plan and the culverts going <br />directly into the lake. He stated plans are in the works to clean the water prior to it <br />entering Lake Johanna. He stated storm water is based on topography. <br /> <br />Mr. Lindgren addressed the concerns over traffic and pedestrian safety. <br /> <br />Councilmember Holmes referenced the one main exit and the auxiliary exit to the west. <br />She questioned whether the exit would still exist near the field house. Mr. Lindgren <br />replied the exit would remain and potentially go underneath the building. <br /> <br />Discussion ensued. <br />
