The regional ponds along the east side of the site will require some additional <br />modification to provide appropriate regional treatment prior to discharging to the <br />main branch of Clearwater Creek. The ponds will need updated outlet structures <br />consistent with city standards, additional grading, and additional storage as <br />specified in Comprehensive Stormwater Management Plan. <br /> <br /> <br />4. The applicant has agreed to partner with adjacent land developers to complete the <br />area-wide Clearwater Creek floodplain map revision applications for this section of <br />the City. We will provide assistance as needed during this process. <br /> <br />5. The Parkway design needs to comply with State-Aid requirements since the <br />roadway will likely be added to the City's State-Aid system in the future. There <br />are design modifications required regarding the side slopes adjacent to the roadway <br />and the minimum street grades. As we discussed at an earlier meeting with the <br />applicant, the typical section for the Parkway median should be modified to capture <br />water within the median to provide maximum infiltration opportunity and minimize <br />the number of required catch basins within the roadway. <br /> <br />6. The City understands that the applicant has received a waiver of onsite infiltration <br />requirements from RCWD. <br /> <br />7. We provided detailed comments to the applicant regarding locations where required <br />low floor elevations will need to be higher than shown due to floodplain, <br />groundwater, or stormwater bounce. <br /> <br />8. We provided detailed comments regarding locations where required Drainage and <br />Utility Easernents need to be provided. <br /> <br />Streets and Utilities <br /> <br />1. The southern portion of Everton A venue will become an urban-section roadway <br />once additional development occurs along the corridor. The timing of constructing <br />tbe urban-section roadway will be based on the timing of other development in the <br />area, so the Planning Commission and City Council should consider requiring that <br />the applicant pave Everton A venue from CR 8 to the north end of Block 1, at <br />minimum. Since the roadway will essentially be temporary in nature, the upgrade <br />can consist of shaping the existing gravel surface, and providing a bituminous <br />surface. <br /> <br />Since the long-range plans for this portion of Everton A venue include the <br />construction of an urban section roadway, the Planning Commission and City <br />Council should consider requiring the applicant to finance the eventual upgrade of <br />the roadway along the western plat frontage. This would amount to providing the <br />funding for one-half of the cost of a standard City street with a credit provided <br />based on the cost of the temporary paving.
