<br />. Small neighborhood focused retaiVoffice uses may be suitable for a small portion of the <br />development (i.e. bakery, coffee shop, small restaurant); <br />. Two groups at the community meeting said limited access onto Hamline Avenue may be <br />suitable (right-in and right-out only); <br />. There is a need for transit in the neighborhood; <br />. The development should use sustainable designs, permeable pavers, and other green <br />technologies; <br />. Any development should preserve green buffers between adjacent uses, protect the high <br />quality trees; <br />. High-quality, mature trees should be proteeted with any development. <br /> <br />Townhome Association <br /> <br />The City reeeived an email from the Arden Hills North Homes Association on January 24, 2008, <br />regarding road access to the property (Attaehment E). At the December community meeting, <br />two groups suggested eonnecting the private roads in the townhome development and extending <br />the townhome development onto the City property. While the Arden Hills North Homes <br />Association is in support of residential uses on the City property, they have stated that they are <br />not interested in extending townhome's private roads onto the City's property and expanding the <br />townhome association. Sinee the roads close to the City's property are private, the City does not <br />have any authority to require a connection into the townhome association property. Therefore, <br />the only aeeess points are at Highway 96 and the potential connection to Hamline Avenue. <br /> <br />Affordable Housing <br /> <br />At the December eommunity meeting, the idea of affordable housing was brought forward. For <br />the purposes of this diseussion, staff is using the Metropolitan Council's description of <br />affordable housing, which is based on the U.S. Department of Housing and Urban <br />Development's standards. In 2006, a for-sale housing unit with a sale value of less than <br />$201,800 was considered affordable, and rental housing was considered affordable if the <br />following standards were met: <br />. $687/month for an efficiency <br />. $736/month for a one bedroom <br />. $883/month for a two bedroom <br />. $1,020 for a three bedroom or larger unit <br /> <br />Due to high land priees throughout the metropolitan area, affordable housing often requires <br />higher density, subsidies, or a combination ofthe two.
