<br />ARDEN HILLS CITY COUNCIL - January 28,2008 <br /> <br />8 <br /> <br />Councilmember Holden questioned who is responsible to bring the process forward on <br />the top 25 similar intersections. Mr. Roy replied with examples. He explained the <br />various funding options for this project. Mn/DOT funding is in the form of in-kind. <br /> <br />Councilmember Holden questioned what percentage of the pavement would be concrete <br />versus bituminous to reduce the sound. Mr. Roy replied the difference in sound would <br />be only three or less decibels. He stated Mn/DOT would study the noise walls along with <br />the 694 project. <br /> <br />Mayor Harpstead questioned how this project would interact with the 694 project. Mr. <br />Roy displayed a design of the proposed concept for Highways 694 and 10 and County <br />Road 96. He explained the advanced design of the project. <br /> <br />Mayor Harpstead requested a description of phasing. Mr. Roy explained the project <br />could be spread out over months, years, or decades depending on need, desire, and <br />funding. <br /> <br />Councilmember Grant questioned, if squared intersections are safer, why this was not <br />designed to be as squared as possible. Mr. Roy replied there would be retaining walls <br />along the westerly side up the ramp and a natural slope along the easterly side which <br />would be a cost savings. <br /> <br />Councilmember Grant commented the homes indicated in green on the aerial photo <br />would be moved and asked for an explanation as to why this is important. Mr. Jim <br />Tolaas, Ramsey County Public Works, commented they were told by the Minnesota <br />Pollution Control agency, based on the environmental study and the recommendations of <br />state and federal environmental organizations, that Round Lake must to be avoided <br />relative to excavation or filling due to the contamination. He stated that identifying 13 to <br />17 mobile homes would be the minimum and they are willing to work to reduce the <br />impact to Arden Manor property owners. <br /> <br />Mayor Harpstead requested that Mr. Tolaas speak about the road features. <br /> <br />Discussion ensued on the road features and design of Highway 10 and County Road 96. <br /> <br />Councilmember McClung stated the September 17, 2007 design indicates less impact to <br />Arden Manor and questioned why this plan could not be used. Public Works Director <br />Hoag replied this plan did not provide access to Scherer Brothers, which would be a fatal <br />flaw and not approved by Mn/DOT. <br /> <br />Councilmember Holden questioned what the City's rights are relative to local access. <br />Mr. Roy replied the plan would provide opportunities to maximize access. He explained <br />the safety concerns with the right-iniright-out to Scherer Brothers from Highway 10. He <br />stated this could be reviewed during the design phase. <br />
