ARDEN HILLS CITY COUNCIL - January 28,2008

8

Councilmember Holden questioned who is responsible to bring the process forward on
the top 25 similar intersections. Mr. Roy replied with examples. He explained the
various funding options for this project. Mn/DOT funding is in the form of in-kind.

Councilmember Holden questioned what percentage of the pavement would be concrete
versus bituminous to reduce the sound. Mr. Roy replied the difference in sound would
be only three or less decibels. He stated Mn/DOT would study the noise walls along with
the 694 project.

Mayor Harpstead questioned how this project would interact with the 694 project. Mr.
Roy displayed a design of the proposed concept for Highways 694 and 10 and County
Road 96. He explained the advanced design of the project.

Mayor Harpstead requested a description of phasing. Mr. Roy explained the project
could be spread out over months, years, or decades depending on need, desire, and
funding.

Councilmember Grant questioned, if squared intersections are safer, why this was not
designed to be as squared as possible. Mr. Roy replied there would be retaining walls
along the westerly side up the ramp and a natural slope along the easterly side which
would be a cost savings.

Councilmember Grant commented the homes indicated in green on the aerial photo
would be moved and asked for an explanation as to why this is important. Mr. Jim
Tolaas, Ramsey County Public Works, commented they were told by the Minnesota
Pollution Control agency, based on the environmental study and the recommendations of
state and federal environmental organizations, that Round Lake must to be avoided
relative to excavation or filling due to the contamination. He stated that identifying 13 to
17 mobile homes would be the minimum and they are willing to work to reduce the
impact to Arden Manor property owners.

Mayor Harpstead requested that Mr. Tolaas speak about the road features.

Discussion ensued on the road features and design of Highway 10 and County Road 96.

Councilmember McClung stated the September 17, 2007 design indicates less impact to
Arden Manor and questioned why this plan could not be used. Public Works Director
Hoag replied this plan did not provide access to Scherer Brothers, which would be a fatal
flaw and not approved by Mn/DOT.

Councilmember Holden questioned what the City's rights are relative to local access.
Mr. Roy replied the plan would provide opportunities to maximize access. He explained
the safety concerns with the right-iniright-out to Scherer Brothers from Highway 10. He
stated this could be reviewed during the design phase.
