<br />ARDEN HILLS CITY COUNCIL - January 28,2008 <br /> <br />9 <br /> <br />Councilmember Grant stated this plan could work if Scherer Brothers access could be <br />resolved. He questioned whether this has been looked at enough. He stated that if the <br />wheels are set in motion, he would like to start with a plan closer to what the City wants. <br /> <br />Councilmember Grant addressed the noise and speed of large trucks. Mr. Roy replied <br />that banning trucks on that portion of Highway 10; would likely be fought in the courts <br />and Mn/DOT would not support this idea. <br /> <br />MOTION: Councilmember Holden moved and Councilmember Grant seconded a <br />motion to extend the meeting until 10:45 p.rn. The motion carried <br />unanimously (5-0). <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Holden seconded a <br />motion to Approve Resolution No. 2008-08, a Resolution Supporting the <br />July 23, 2007 Concept Plan for State Highway 10 and County Road 96 <br />Improvement Project. <br /> <br />Councilmember Holmes stated the resolution needs rewording; however, the decision is <br />whether Council believes the July 23,2007, plan should move forward to the next step. <br /> <br />Councilmember Holden stated that she has many questions that need to be answered. <br />She stated she could not vote for this concept plan at this time. <br /> <br />Councilmember Grant questioned whether this is where they should start. He expressed <br />concern in that the request to minimize impact to Arden Manor is not apparent in this <br />plan. He assured the residents of Arden Manor that they are trying to reduce the impact; <br />however, some land would need to be taken. He mentioned the issue of noise, grade <br />separation, traffic, and TCAAP. He stressed that Council hears the concerns of the <br />residents of Arden Manor and this has been a difficult project. <br /> <br />Councilmember McClung stated he did not believe this is the plan to start with. He <br />pointed out Mn/DOT's job is to design roads. He stated more effort needs to be put into <br />what is needed, what could be lived with, and the trade offs. He stated he could not <br />support this at this time. <br /> <br />Councilmember Holmes commented it would be value added to have an independent <br />consultant look at this. She believes the July 23, 2007, plan is not the right plan to start <br />with. <br /> <br />Mayor Harpstead stated this is the most appropriate point to start from and understands <br />the impacts on the community, the flow through the area, and the environmental impacts. <br />He stated the opportunities need to be described in an engineering process rather than an <br />exercise of drawing pictures on satellite maps. He commented that Mn/DOT and SEH <br />have the highest interest of the people and City in mind. <br />
