<br />ARDEN HILLS CITY COUNCIL - February 25,2008 <br /> <br />10 <br /> <br />Councilmember Holmes stated she thought the City Council was working hard to get it in the <br />bonding bill. <br /> <br />Councilmember Holden stated the February 13th special worksession meeting minutes reflect <br />that there was consensus to (I) direct staff to prepare a matrix based on the City Council's <br />answers to the questions posed by Mayor Harpstead; (2) direct staff to prepare a resolution for <br />City Council review at a worksession; and (3) request Mn/DOT to prepare a preliminary design <br />document that includes all of the issues raised by the City Council. <br /> <br />Councilmember Holmes stated at the January 25th City Council meeting, the Council reviewed <br />the concept plan and felt it was not what it wanted, so a special worksession was called. She <br />added at that meeting, Interim City Administrator Willis pointed out that the City Council has to <br />move quickly on the concept plan because ifit does not move now, the City is going to be two <br />years behind on funding. <br /> <br />Councilmember McClung stated even if the City Council had moved forward, it would have <br />been too late anyway. <br /> <br />Mayor Harpstead stated he felt that staff is hearing that there is not a consensus of the City <br />Council in order to move it forward. <br /> <br />Councilmember Holmes disagreed. <br /> <br />Interim City Administrator Willis stated from his perspective, the work that the City Council <br />did at its worksession was productive, but there does not appear to be consensus on the direction <br />the City Council wants to take. <br /> <br />Councilmember Holmes stated that Chris Roy from Mn/DOT indicated the City Council could <br />put forth a number of parameters for their consideration in moving from concept to preliminary <br />design, and that the City Council did not have to be that specific to go to the preliminary design <br />stage. <br /> <br />Councilmember Holden stated that Steve Bubul was at the February 13th worksession meeting <br />and indicated to the City Council that he would recommend the City Council approve a policy <br />statement as it relates to the project. <br /> <br />Councilmember Holmes stated that she previously requested the City Council be given ample <br />opportunity to review any resolution or policy statement before its next worksession in order to <br />move forward with preliminary design. <br /> <br />Councilmember Holden asked about next steps, given the City's failure to meet the bonding bill <br />deadline. <br /> <br />Interim City Administrator Willis stated that staff is proposing the City Council meet at its <br />next worksession or at a special work session to make a decision regarding preliminary design. <br />
