<br />ARDEN HILLS CITY COUNCIL - February 25, 2008 <br /> <br />9 <br /> <br />Councilmember Holmes stated regarding the 10 and 96 concept plan, that based on <br />conversations at the previous worksession and Council meetings, it was her understanding that <br />the Council had to approve the concept plan by the end of February. <br /> <br />Mayor Harpstead stated the City has pulled it out of any financial requests; as a result, the City <br />has lost a year of funding and support for this. <br /> <br />Councilmember Holmes asked why it was pulled, adding that she thought the City was trying to <br />get it done in time to submit a funding request. <br /> <br />Interim City Administrator Willis stated it was the intent of the City and the staff, as well as <br />the representatives at Ryan, that there would be a decision on the concept plan before the end of <br />February. He stated that based on recent Council discussions, staff is planning to come back to <br />the Council at its first worksession in March with the matrix containing the Council's responses <br />from the February 13 worksession meeting along with an outline of how staff suggests moving <br />forward in order to provide direction for the preparation of the concept plan. <br /> <br />Councilmember Holmes stated she thought the City Council was already at that point and that <br />the City Council was trying to resolve all issues related to the concept plan in order to get it into <br />the bonding bill, but now it is too late. <br /> <br />Interim City Administrator Willis stated he did not believe the City Council had made a <br />decision to proceed with the concept plan. <br /> <br />Councilmember Holmes stated it was her understanding that the City Council wanted to have <br />another worksession before the end of the month for that purpose. <br /> <br />Interim City Administrator Willis stated that was not his understanding and apologized for the <br />misunderstanding. He stated that staff needs to get together to come up with a process for the <br />City Council's consideration. <br /> <br />Councilmember Holmes stated she thought the City Council had determined at its worksession <br />on February 13th that it did not need a drawn concept plan but rather, to come up with a number <br />of ideas; the City Council expressed concern at that meeting that it wanted to get this into the <br />bonding bill. She added there appears to be a disconnect if staff feels the City Council decided it <br />was not worth it to try to get this into the bonding bill, and now it is too late. <br /> <br />Councilmember Holden concurred with Councilmember Holmes and added Chris Roy from <br />Mn/DOT indicated to the City Council that he could work off of the City Council's comments. <br /> <br />Mayor Harpstead noted that the House and Senate accelerated their process on the bonding <br />bills; the bonding bills were packaged and moved forward last Thursday, which is faster than he <br />thought. <br />
