He reported that Mr. Williams has indicated that he is
working with the City of St. Paul, as operators of the CAD system, to compile all of the
information requested by the City in order resolve all outstanding issues.

Councilmember Holden asked about the timeframe for the study that was conducted.

Public Works Director Hoag stated he will obtain further information regarding the timeframe.

Mayor Harpstead stated he felt it was important to work toward making sure there are
benchmarks in place that are being monitored in order to measure performance against those
benchmarks.

Councilmember McClung stated he is unable to determine if the information received from Mr.
Williams includes average response time and/or response time from the time a call goes into the
dispatch center to the time a call is responded to.

Mayor Harpstead asked that staff make sure it communicates to Mr. Williams the exact data the
City is looking for and to reiterate that the City is looking to make sure performance does not
suffer.

Councilmember McClung expressed concern with having a consolidated dispatch center under
the County with the City of St. Paul operating the CAD system because they own the software
and thus, they have to do the analysis.

Mayor Harpstead asked if the City Council should design an algorithm for presentation to Mr.
Williams.

Councilmember Holden replied in the affirmative.

Mayor Harpstead requested the Councilmembers email their suggestions to staff.
