ARDEN HILLS CITY COUNCIL - February 25, 2008

12

9. COUNCIL COMMENTS AND REOUESTS

Councilmember McClung asked when the preliminary development agreement with RRLD
lapses.

Mayor Harpstead replied it will lapse the end of March.

Councilmember McClung asked if the City Council could have a discussion regarding the
agreement and how it is going to move toward renegotiating an extension of time.

Interim City Administrator Willis stated he will put this item on the agenda.

Mayor Harpstead indicated that Finance will need to prepare some preliminary financials for
the City Council's review.

Interim City Administrator Willis stated that this has been completed.

Councilmember Holden stated the Cub store has been robbed on more than one occasion and
expressed concern that the latest robbery occurred around 5:30 p.m., which is a very busy time
for the store and there are a lot of families in the store at that time. She asked if the City can look
into the matter to see if the store is providing adequate security.

Mayor Harpstead stated that staff can have a conversation with the Sheriff s Department to see
if there is something the City can do to ensure greater safety at the store.

Councilmember Holden asked if the City should have a police presence during City Council
meetings, particularly given the recent events in St. Louis.

Mayor Harpstead stated he would be in favor of it, but there would be an additional cost to the
City. He added that the Sherriffs Department is planning to provide this for all of the contract
cities, with the option of opting out.

Councilmember McClung stated his preference would be to opt out. He indicated he has never
felt unsafe at a City Council meeting and does not feel a police presence is necessary at this time.

Councilmember Holden concurred and stated if the City Council anticipates a large audience at
a particular meeting, the City could ask for police presence at the meeting.

Mayor Harpstead stated perhaps the City Council should adopt a policy that staff has the
prerogative to take appropriate action to request a Sheriff's deputy if needed.

Assistant City Administrator Simon stated that in the past, the City has used law enforcement
primarily for traffic control because of the number of people attending a City meeting.
