<br />ARDEN HILLS CITY COUNCIL - February 25, 2008 <br /> <br />12 <br /> <br />9. COUNCIL COMMENTS AND REOUESTS <br /> <br />Councilmember McClung asked when the preliminary development agreement with RRLD <br />lapses. <br /> <br />Mayor Harpstead replied it will lapse the end of March. <br /> <br />Councilmember McClung asked if the City Council could have a discussion regarding the <br />agreement and how it is going to move toward renegotiating an extension of time. <br /> <br />Interim City Administrator Willis stated he will put this item on the agenda. <br /> <br />Mayor Harpstead indicated that Finance will need to prepare some preliminary financials for <br />the City Council's review. <br /> <br />Interim City Administrator Willis stated that this has been completed. <br /> <br />Councilmember Holden stated the Cub store has been robbed on more than one occasion and <br />expressed concern that the latest robbery occurred around 5:30 p.m., which is a very busy time <br />for the store and there are a lot of families in the store at that time. She asked if the City can look <br />into the matter to see if the store is providing adequate security. <br /> <br />Mayor Harpstead stated that staff can have a conversation with the Sheriff s Department to see <br />if there is something the City can do to ensure greater safety at the store. <br /> <br />Councilmember Holden asked if the City should have a police presence during City Council <br />meetings, particularly given the recent events in St. Louis. <br /> <br />Mayor Harpstead stated he would be in favor of it, but there would be an additional cost to the <br />City. He added that the Sherriffs Department is planning to provide this for all of the contract <br />cities, with the option of opting out. <br /> <br />Councilmember McClung stated his preference would be to opt out. He indicated he has never <br />felt unsafe at a City Council meeting and does not feel a police presence is necessary at this time. <br /> <br />Councilmember Holden concurred and stated if the City Council anticipates a large audience at <br />a particular meeting, the City could ask for police presence at the meeting. <br /> <br />Mayor Harpstead stated perhaps the City Council should adopt a policy that staff has the <br />prerogative to take appropriate action to request a Sheriff's deputy if needed. <br /> <br />Assistant City Administrator Simon stated that in the past, the City has used law enforcement <br />primarily for traffic control because of the number of people attending a City meeting. <br />
