<br />ARDEN HILLS CITY COUNCIL - March 31,2008 <br /> <br />13 <br /> <br />Mr. Webber stated Maxfield Research will be defining the area, where the competition is, how <br />far people may be willing to travel for goods and services. In terms of MFRA they would look at <br />the surrounding neighborhoods, access, and the character of the area and Arden Hills. <br /> <br />City Planner Lehnhoff added that the terms redevelopment used in the discussions referred to <br />future development as properties come up for redevelopment not to tearing down existing <br />businesses. He also added that the references for MFRA were very positive. <br /> <br />MOTION: Councilmember McClung moved and Councilmember Holden seconded <br />a motion to Authorize Staff to Negotiate the Contract with McCombs <br />Frank Roos Associates for Planning Services for the B-2 Small Area <br />Based on the Proposal Dated February 28, 2008, for an Amount Not to <br />Exceed $63,005.00. Motion to Approve Planning Case 08-006 and the Site Plan Agreement for a <br />Site Plan Review for Northwestern College at 3003 Snelling Avenue Based on <br />the Findings of Fact and the Submitted Plans as Amended bv the Twenty-one <br />Conditions in the March 31. 2008, Memo to the City Council. <br /> <br />Planner I Meagan Beekman stated this was an application for site plan review for <br />Northwestern College. Northwestern College wants to build a 264 stall surface parking lot and <br />1,600 feet of roadway. Northwestern College had received approval for a PUD and this project <br />is in conformance with that PUD. The majority of the parking lot would be located in the City of <br />Roseville and the roadway would be in Arden Hills. The road was proposed to be 16 feet in <br />width, but the Lake Johanna Fire Chief determined that the road would have to be widened to 20 <br />feet in order to meet the fire code requirements. Northwestern College has made this adjustment <br />and maintained the 75 feet set backs to the properties to the east. With the change in the road <br />width there were concerns brought up regarding an increase in road volume and speed so <br />Northwestern College has implemented traffic calming measures in the way of a four foot wide <br />walking/biking path occupying the eastern side. Northwestern College also submitted a tree <br />preservation plan even though the City does not currently have a tree preservation plan <br />requirement. The Planning Commission unanimously recommended approval of this site plan <br />reVIew. <br /> <br />Mayor Harpstead clarified that this was a two stage process with the first stage being the lower <br />level at this time and a deck over that in the future upon approval. He also asked how far under <br />grade the first stage would be. <br />
