<br />ARDEN HILLS CITY COUNCIL - March 31, 2008 <br /> <br />14 <br /> <br />Planner I Beekman stated that this was a two stage process with a three to five year build out. <br />The first stage would include the lower level at approximately 12 feet below grade and the <br />landscaping and the second stage would be roughly at grade. <br /> <br />Mayor Harpstead asked if the footing for the second stage would be added during the first stage <br />as well. <br /> <br />Planner I Beekman stated that they were being done at this time. <br /> <br />Councilmember Holden asked if any of the neighbors had come forward with objections <br />regarding this plan. <br /> <br />Planner I Beekman stated a public hearing was held at the Planning Commission and that there <br />were concerns raised primarily around the increased traffic and speed. Those concerns were <br />addressed with the traffic calming and those residents indicated that they were happy with those <br />conditions added by the Planning Commission. <br /> <br />Councilmember Holden asked about the concerns regarding the lighting. <br /> <br />Planner I Beekman stated that the landscaping being installed should address the concerns <br />about lighting. Also there was a condition added that as build out occurs the City can require <br />additional landscaping if there are any problems overtime. <br /> <br />Mayor Harpstead asked if this stage will also include the pedestrian tunnel under the road. <br /> <br />Mr. Tom Manning, Project Manager and Engineer for Bonestroo, stated that the tunnel was <br />being added and put in at this time. <br /> <br />Councilmember McClung clarified the components of the plan as being the lower level of the <br />parking facility and the road extension and that the landscaping plan does include suggestions <br />regarding the use of already existing landscaping. <br /> <br />Mr. Brian Humphries, A VP of Facility Operations and Planning for Northwestern College, <br />stated that the area in question was being utilized in addition to a layering concept that the <br />landscape contractors suggested. <br /> <br />Councilmember McClung asked if the trees at the gate would also be included in the first stage. <br /> <br />Mr. Humphries stated that those trees were part of the first stage. <br /> <br />MOTION: Councilmember Grant moved and Councilmember McClung seconded <br />a motion to Approve Planning Case 08-006 and the Site Plan Agreement <br />for a Site Plan Review for Northwestern College at 3003 Snelling Avenue <br />Based on the Findings of Fact and the Submitted Plans as Amended by the <br />Twenty-one Conditions in the March 31, 2008, Memo to the City Council. <br />The motion carried unanimously (4-0). <br />
