ARDEN HILLS CITY COUNCIL - March 31, 2008

4

Councilmember Holden asked for clarification regarding the different amounts of funds being
requested.

Arden Hills Building Official Scherbel stated that the original bid was for $136,773.00 and that
the additional funds of $66,3 I 7.00 were for the removal and resetting of coping stones with new
flashing and anchors. The additional $41,700.00 was to cover construction administration
services for Wiss, Janey, Elstner and any additional repairs that may be needed as the project
progresses.

Councilmember Grant asked when the repairs could be expected to be finished.

Arden Hills Building Official Scherbel stated that the AJ. Spanners would be able to start
repairs within 2 weeks of notification and the repairs were expected to be completed within 150
calendar days.

Councilmember Grant asked who would be supervising or overseeing this project to ensure
that the work is completed properly and solves the problem.

Mr. Pashina stated that Wiss, Janey, Elstner would be overseeing the work.

Councilmember Grant asked if these repairs would solve the problems.

Mr. Pashina stated that these types of problems were common and that the repairs that were
being proposed would solve the problems. He also assured the City Council that the repairs
being done would not affect the limestone on the building in anyway.

Councilmember Holden asked for clarification regarding the $23,000.00 for engineering costs.

Mr. Pashina stated that this fee is for inspections, site visits, progress reports, identifying any
nonconforming work, progress meetings, and application fees. Wiss, Janey, Elstner will be
billing on a time and expense basis so the amount requested may be high.

Councilmember Grant asked what the process would be for cleaning up the steel parts.

Mr. Pashina stated that there are construction standards for removing rust from steel and they
would be following those to ensure that the work is done correctly.

MOTION: Councilmember Grant moved and Mayor Harpstead seconded a
motion to Award the Contract dated 311 1108 for the City Hall Masonry
Far;ade Repairs Project to A.J.
