Berming <br />used to provide required screening of parking lots and other open areas <br />shall not have slopes in excess of 3:1. <br />6. Landscape Plan Maintenance. Quantity and character of <br />landscaping, as originally approved, shall be maintained in perpetuity <br />by the property owner unless the City approves a change to the <br />landscaping plan. Maintenance shall include removal of litter, dead <br />plant materials, unhealthy or diseased trees, and necessary pruning. <br />Natural watercourses within a buffer shall be maintained as free <br />flowing and free of debris. <br />7. Erosion Control. All areas of any site shall be restored and <br />maintained in accordance with provisions of the city erosion control <br />standards, and other requirements of the Code. <br />8. Placement of Trees and Shrubs. No trees or shrubs shall be planted <br />within any drainage/utility easements, road right-of-way, or where it <br />would materially impede the clear vision area or other driveway. <br />9. Completion Deadline. All plants required for screening purposes <br />shall be planted to completion within six months from date of issuance <br />of a building permit unless otherwise approved by the city due to the <br />time of the year or if an alternative schedule is set in a development <br />agreement. In no case shall the period exceed six months from <br />issuance of the certificate of occupancy. <br />Subd.4 Screening. <br />A. Definition and Purpose. Screens and buffers are designated units of <br />yard or open area where setbacks, landscaping, berming, walls, and <br />fencing help minimize adverse impacts of public nuisances, such as: noise, <br />glare, activity, or dust, which are often times associated with parking, <br />storage, signs or buildings, <br />B. Types of Screening. The screening required in this section shall <br />consist of a fence, wall or landscaping, subject to the approval of the <br />Council. Landscaping may include a combination of any of the following: <br />berms, shrubs, deciduous or coniferous trees or hedge materials. The <br />height and depth of the screening shall be consistent with the height and <br />size of the area to be screened. When natural materials, such as trees or <br />hedges, are used to meet the screening requirements, density and species <br />of planting shall be such as to achieve 60 percent opacity year round at <br />maturity. <br />Section 1320 & 1325 — Regarding Landscape Requirements <br />Adopted: April 28, 2008 <br />Page 23 of 31 <br />
