Since it is the City's goal to fully incorporate the TCAAP property into the <br />fabric of the community, the preliminary land use, housing, parks & open <br />space, transportation, and other components of the proposed TCAAP <br />redevelopment have been integrated into their respective chapters. The <br />overall City vision, goals, and policies of each chapter apply to the entire <br />TCAAP redevelopment. <br />Environmental Cleanup <br />Portions of the TCAAP property were subject to environmental <br />contamination during its four decades as a munitions manufacturing plant <br />and testing area. The Unites States Army started environmental cleanup <br />in the 1980s and cleanup of the groundwater will continue for a number of <br />years. Additional environmental characterization and testing is underway <br />to determine the extent of the cleanup that remains that the 585 acres <br />that is proposed to be redeveloped. Where needed, the property will be <br />cleaned up to required standards for residential, commercial, and <br />recreational uses. <br />Page 20.,-[2] Deleted James Lehnhoff 4/30/2008 10:22 AM <br />The area of TCAAP that is being retained by the federal government has <br />been leased to the Minnesota National Guard for training purposes. While <br />m <br />Page 27: [3] Deleted James Lehnhoff 4/30/2008 2:58 PM <br />Since the 2008 current land use data is based on actual land usage while <br />the 1998 future land use data was based on what was anticipated to <br />occur, the two data sets will not match. The differences between the two <br />data sets are largely attributable to more accurate data in 2008, the <br />acknowledgement of vacant land, and the delayed redevelopment of the <br />TCAAP property. The 2008 land use categories are more specific <br />because existing land uses can be calculated while the 1998 future land <br />use numbers were based on anticipated development. The 2008 future <br />land use data will again use the more general land use categories, similar <br />to the 1998 future land use data. <br />Since 1998, the available land use data has become more detailed and <br />accurate. The availability of more accurate data is reflected in the water <br />category. While yearly fluctuations may have contributed to the change in <br />water cover, more accurate data is likely the reason for the 88 increase <br />water cover. There were, however, a few developments between 1998 <br />and 2008 that contributed to actual land use changes. The Hazelnut Park <br />#3 subdivision and subsequent extension of Katie Lane increased the <br />amount of land used for right-of-way while the road that connected Red <br />Fox Road to Grey Fox Road was vacated. <br />
