ARDEN HILLS CITY COUNCIL - April 14, 2008

24

Planner I Beekman stated that this would include the parking lot and the intent was to limit the
number of people with permission to be on the property to students, faculty and those with direct
permission from the College.

City Attorney Filla stated that any conditions put into the permit apply to the entire site not just
the building.

Councilmember McClung stated that the City has adopted section 1306 fire suppression
systems and with the approval of this motion the classification of the building would change.
According to the code when there is a change in occupancy the fire suppression system in the
building would need to be upgraded. Since this building does not have a fire suppression system
is there one being installed.

Planner I Beekman stated that the Fire Marshal and the Building Inspector had met with the
developer and determined a set of conditions and upgrades to the existing systems that met the
requirements of the code.

City Planner Lehnhoff stated that he would have to consult with the Fire Marshal and the
Building Inspector in order to find out the full discussions but extensive review and on site
inspections went in to determining what upgrades would be required.

Councilmember Holden stated that she had talked with the Building Official and that he had
stated that the code has room for interpretatation and that the requirements for upgrading the
system fit within his interpretation of the criteria.

Councilmember Grant asked the applicant about the signs and sign mountings on the property
and if these would be removed. He also asked if the college intended to use the three flag poles
on the property and if so what flags would be flying.

Mr. Rob Davidson, of Davidson Companies, stated that it was the intent of Northwestern
College to have some signage. As far as the flag poles at this time the college has not given
them any thought as they have been working through other issues.

Councilmember Grant asked if it was the intent to have the buildings and grounds taken care of
by the college staff along with any existing shrubs and trees.

Mr. Davidson stated that this was correct.

MOTION: Councilmember Grant moved and Councilmember Holden seconded a
motion to amend item 8 of the recommendations to read: The outbuilding
on the northwest corner of the property, the large pylon sign and one of
the smaller pylon signs shall be removed prior to the issuance of the
Occupancy Permit.
