<br />ARDEN HILLS CITY COUNCIL - April 14, 2008 <br /> <br />25 <br /> <br />Councilmember Grant clarified that the sign that he would like to have used is the small pylon <br />sign by the main entryway. <br /> <br />Motion carried unanimously (5-0). <br /> <br />Councilmember Holmes asked if the parking permit issues stated on page of 4 of 9 were part of <br />the conditions at this time. <br /> <br />Planner I Beekman stated that Northwestern College was planning to implement a parking <br />permit policy but that it was not contained in the conditions of approval. <br /> <br />Doug Schroeder, of Northwestern College, stated that as the language was stated it was very <br />restrictive that would limit the maintenance vehicles, delivery vehicles and parent vehicles that <br />would not be allowed to park at the facility. He asked that the Council take this into <br />consideration and that they will work to keep the traffic down to a minimum. <br /> <br />Councilmember McClung stated that the concern would be that the overflow parking from the <br />campus would be at the interim housing complex. <br /> <br />Mr. Schroeder stated that this summer the college will be starting construction on a new parking <br />facility that will accommodate the commuters that Councilmember McClung is referring. <br /> <br />Councilmember Holmes asked how parking was handled currently at the college. <br /> <br />Mr. Schroeder stated that the college had different zones and uses different colored stickers and <br />those cars that are not where they are suppose to be during the specified times they are allowed <br />are ticketed. <br /> <br />Councilmember Holmes suggested utilizing 25 spots for designated visitor parking. <br /> <br />Mayor Harpstead suggested that the Potential Condition Language on page 4 read: <br />Northwestern College shall require parking permits for the users on the subject property and not <br />allow commuter parking. Northwestern College shall be responsible for monitoring parking on <br />the site. <br /> <br />Councilmember Holden stated that a visitor lot would be preferable. <br /> <br />Councilmember McClung stated that the College could issue temporary pennits. <br /> <br />Mayor Harpstead stated that "for the users" of the property does cover the potential for <br />temporary parking pennits. <br /> <br />MOTION: Mayor Harpstead motion and Councilmember Holden seconded the <br />addition of Recommendation 15 that states: Northwestern College shall <br />require parking permits for the users on the subject property and not allow <br />
