<br />ARDEN HILLS CITY COUNCIL - April 14, 2008 <br /> <br />26 <br /> <br />commuter parking. Northwestern College shall be responsible for <br />monitoring parking on the site. The motion carried unanimously (5-0). <br /> <br />MOTION: Councilmember Holden moved and Councilmember Holmes seconded <br />a motion add the following statement to Recommendation 14: The <br />pedestrian connection would be constructed of an improved hard surface <br />such as concrete or bituminous. <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Holden seconded an <br />additional amendment to Recommendation 14 to delete the phrase "to the <br />retail properties" and add to the last sentence: and transfer jurisdiction to <br />the appropriate governmental authority. <br /> <br />Councilmember Holden asked who would be responsible for maintaining the pedestrian <br />connection. <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Holden seconded the <br />language for recommendation 14 should be: Applicant shall provide and <br />maintain a pedestrian connection of an improved hard surface such as <br />concrete or bituminous from the subject property, across the railroad <br />tracks located immediately to the north and transfer jurisdiction to the <br />appropriate governmental authority. <br /> <br />City Attorney Filla stated that the liability really would depend on the circumstance and <br />suggested that this final statement be left out. <br /> <br />Mayor Harpstead stated that he would remove this from his motion and restated the motion. <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Holden seconded the <br />language for recommendation 14 should be: Applicant shall provide and <br />maintain a pedestrian connection of an improved hard surface such as <br />concrete or bituminous and be at least 6 feet in width, from the subject <br />property, across the railroad tracks located immediately to the north. The <br />motion carried unanimously (5-0). <br /> <br />MOTION: Councilmember McClung moved to adjourn. <br /> <br />There was no second to this motion. <br /> <br />Councilmember Holmes stated that an additional recommendation should be added regarding <br />the shuttle service on page 4. The current reading is too ambiguous. <br /> <br />Planner I Beekman stated that the condition currently is that a schedule would be provided and <br />if the schedule changes an amended schedule would be provided to the City. At this time the <br />school does not know how many trips a day it will need to make. <br />
