<br />ARDEN HILLS CITY COUNCIL - April 14, 2008 <br /> <br />27 <br /> <br />Conncilmember Holden stated that the City needs to have a more specific number of trips and a <br />schedule that can be posted. <br /> <br />Mr. Schroeder stated that speculation would be that there will be peak requirements in the <br />morning and in the afternoon with circulating buses throughout the day but at this time he could <br />not provide a specific number of trips. <br /> <br />Councilmember Holmes suggested that the language should read Northwestern College shall <br />provide at minimum 20 roundtrips per weekday during the school year by way of shuttle service <br />to and from the subject property and the Campus so as to minimize students from driving to <br />campus from the subject property. <br /> <br />Councilmember Grant pointed out that specifying the frequency of the trips did not make sense <br />without knowing the size of the buses being utilized. <br /> <br />City Planner Lehnhoff stated that the condition could read: If the number of roundtrips per day <br />are not sufficient as determined by the City Administrator the College shall provide additional <br />roundtrips per day. <br /> <br />MOTION: Councilmember McClung moved to adjourn. <br /> <br />There was no second to this motion. <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Grant to extend the <br />meeting an additional 15 minutes. Motion carried 4-1 (Councilmember <br />McClung) <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Holden seconded a <br />motion to amend Recommendation 5 to include the phrase: Northwestern <br />College shall provide additional roundtrips per day as required by the City <br />Administrator. The motion carried unanimously (5-0). <br /> <br />MOTION: Councilmember Holden moved and Councilmember Grant seconded a <br />motion to add Recommendation 16 to read: The applicant shall prevent <br />either through barrier or construction, the passage of traffic from the <br />subject property to the property immediately to the left subject to the <br />approval from Ramsey County and the City Engineer, prior to the issuance <br />of an Occupancy Permit. The motion carried unanimously (5-0). <br /> <br />MOTION: Councilmember Holden moved and Councilmember Grant seconded a <br />motion to add Recommendation 17 that there should only be two open <br />curb cuts subject to approval by the Police, Fire and City Engineer. The <br />motion carried unanimously (5-0). <br /> <br />Councilmember Holden stated that the language under Excessive City Service Use should <br />include a number that needs to be incurred before the City asks for reimbursement. <br />
