ARDEN HILLS CITY COUNCIL - April 14, 2008

6

Councilmember Holden stated that there may be issues with the manhole covers dealing with
the TCAAP property and asked if this had been investigated.

Public Works Director Hoag stated that there may be one that may warrant work but he had not
assigned this to anyone yet. He also stated that they have tracked down the sewer plans for the
property and would be investigating those lines.

Councilmember Holmes asked Councilmember Grant ifhis intention for pulling this item from
the consent calendar was to defer the item until a better work plan was put together.

Councilmember Grant stated that he wanted to make the point to Staff that more detail was
desired and that it was pointed out that this information would be forthcoming.

Councilmember Holmes stated that if the City did not know exactly what the plan was or what
Bonestroo is doing and the priorities for the plan then it may be a good idea to defer this item
until the City receives this information.

Interim City Administrator Jim Willis stated that the work plan contained in the documents
was for work that was going to be undertaken in order to gain information in order to put
together a work plan that addresses the problem areas.

Councilmember Holmes stated that there was not enough detail provided at this time.

Council member Holden stated that it may be solved by taking out the word "plan" in the
document because this was more outlining the work that needed to be done in order to create a
plan.

Mayor Harpstead stated that this document was a first step and that it was really only for
approval for Bonestroo.

Councilmember Holmes stated that Civil Engineer Giga was requesting funding for smoke
testing and meters.

Civil Engineer Giga stated that the $ 18,300 would be for services that Bonestroo would be
providing in interpreting the data that was received from the meters and smoke testing. There
are also additional cost estimates for the flow meter rental, lift station monitors, and smoke
testing and Staff is looking for authorization to proceed with these items as well.

Councilmember Holden asked if the City's time was included in the $IOO, I 00.

Civil Engineer Giga stated that these costs were included.

Councilmember McClung asked for clarification regarding the amount of funding that was
being requested.
