<br />ARDEN HILLS CITY COUNCIL - April 14, 2008 <br /> <br />7 <br /> <br />Mayor Harpstead stated that the amounts listed for the flow meter rental, lift station monitors, <br />and smoke testing were not included in the $18,300 being requested for Bonestroo. <br /> <br />MOTION: Mayor Harpstead moved and Council member Holden seconded a <br />motion to Approve the Inflow and Infiltration Work Plan for 2008 and <br />Authorize Staff to contract with Bonestroo to Perform Additional Study <br />for the City in an Amount Not to Exceed $ 18,300, Flow Meter Rental for <br />an Amount Not to Exceed $11,000, for Lift Station Monitors for an <br />Amount Not to Exceed $3,000, and for Smoke Testing for an Amount Not <br />to Exceed $8,000. <br /> <br />Council member Holmes asked for clarification on what Bonestroo would be evaluating. <br /> <br />Civil Engineer Giga stated that they would be evaluating the information from the flow meters, <br />the lift station monitors, and the smoke testing. <br /> <br />Councilmember McClung stated that the memo did not cover the additional funds that Staff <br />needed in order to get started and requested that in the future requests for funds be worded better. <br /> <br />Councilmember Grant stated that he would support the motion but looks forward to a more <br />detailed work plan. <br /> <br />The motion carried (4-1 Councilmember Holmes). <br /> <br />6. PUBLIC HEARINGS <br /> <br />None. <br /> <br />7. NEW BUSINESS <br /> <br />A. TCAAP Communications Plan <br /> <br />Ms. Stacie Kvilvang, of Ehlers & Associates, stated that in late October of 2007 the City <br />Council approved working with Davis Communications to develop a Communication Plan for <br />TCAAP. Since that time, Davis Communications has discussed expectations for the <br />communications plan and perspeetive on what needs to be communicated, identifying <br />stakeholder groups, etc. with the City Council and the Communications Committee, and drafting <br />the Plan accordingly. In February of this year Davis Communications met with the <br />Communications Committee to review the draft Plan and based on the input from the committee <br />a revised draft Plan is being presented to the Council for review and consideration. <br /> <br />Mr. Ted Davis, of Davis Communications Management, presented the TCAAP Redevelopment <br />Communication Plan highlighting the recommended actions on pages 7-8 as: Developing a new <br />brand identity, developing a concise cost/benefit statement, conducting a survey, establishing a <br />quarterly TCAAP supplement to Arden Hills Notes, developing a basic presentation about the <br />opportunity provided by TCAAP and seek opportunities for elected and appointed officials to <br />
