ARDEN HILLS CITY COUNCIL - April 14, 2008

8

present this, strengthen relationships between the City and the organizations representing
business, take advantage of the electronic communications capabilities of the current Arden Hills
City website, establish a proactive media relations program, establishing a city media policy and
establishing a Public Information Officer function within the City.

Mayor Harpstead asked for clarification on what specifically was being requested from the City
Council, if the Council was being asked to receive the plan or if they were also being asked to
approve the coneept of the plan.

Mr. Davis stated that the Council was being asked to receive and to approve the concept of the
plan.

Mayor Harpstead stated that the plan was not detailed enough. Items such as City Staff is the
responsibility of the City Administrator, budget and sequence of events were missing from the
report. He also asked to clarify that this document was only to provide the umbrella for which
how the City will project information regarding the TCAAP development project.

Councilmember McClung stated that the Council will want to revisit several portions of the
communication plan at a work session and he does agree with the City receiving the
Communication Plan.

Councilmember Holden asked for clarification regarding the action of the Council, if the
Council is receiving the Communication Plan or approving it as the action requested in the
memo is for approval.

Ms. Kvilvang stated that it is before the Council to either approve or accept but if the Council
had any comments or changes they would like then they would be incorporated into the
document. As the City is looking to move forward with their communications there are items
that have implications from a resources standpoint so they would come back to the Council for
approval for those items.

Councilmember Grant stated that he is in favor of the brand identity concept but there were
many implications for this such as naming the area, naming the project or creating a brand or
image. He asked what the intent of the brand identity was for this particular plan. He also stated
that he would be in favor of a new name for the property.

Mr. Davis stated that this property was no longer TCAAP and that it was really up to the City
and how they would like to portray this area. The branding process can go a number of ways but
it is important that it communicates to people what it is.

Councilmember Grant stated that using the name TCAAP may be costing the developer
money. He also stated that the City will need to partner with the developer regarding a brand
identity or name. He asked what the process would be for coming up with a name for the
property.
