<br />City of Arden Hills - Comprehensive Plan - DRAFT <br /> <br />Economic development and redevelopment is linked to the other chapters of this <br />Comprehensive Plan. land use. housinq. transportation. and public amenities <br />impact the City's ability to retain its economic base and attract desired development. <br /> <br />8.1 ECONOMIC DEVELOPMENT AUTHORITY (EDA) <br /> <br />In 1996. the City established the Economic Development Authority (EDA) with <br />the followinq mission: <br />o Preserve and create iobs: <br />o Enhances the City's tax base; and. <br />o Promote the qeneral welfare of the people of Arden Hills. <br /> <br />Minnesota State Statutes quide the powers of the EDA;,however. the EDA is <br />qenerallv able to purchase propertv. redevelop propertv. create economic <br />development districts. study economic development needs. and perform other <br />duties related to economic development. The members of the City Council make <br />up the full EDA. <br /> <br />The EDA is an important tool in proiects where the Citv seeks to take an active <br />role in purchasinq property, redevelopment. and/or public financinq of proiects. <br /> <br />8.2 ECONOMIC DEVELOPMENT COMMISSION CEDC) <br /> <br />The Economic Development Commission is a seven member body that advises <br />the City Council on economic development activities. The Commission was <br />established to facilitate positive interaction with the business community and to <br />advise the City Council and Economic Development Authoritv on economic <br />development. redevelopment. and related community development issues. The <br />Commissioners may be residents or non-resident business representatives: <br />however. at least three of the Commissioners must be Arden Hills' residents. <br /> <br />8.3 SMALL AREA PLANS <br /> <br />Chapter 6 identified the County Road E Corridor (downtown Arden Hills) and the <br />Red Fox/Grey Fox business area as areas in need of more detailed planninq. <br />While these areas have access to the freewavs. there is very little vacant land <br />and some of the buildinqs are nearinq obsolescence. The City seeks to be <br />proactive in quidinq the lonq-term development and redevelopment in this area. <br /> <br />The TCAAP property represents the City's larqest potential economic <br />developmentl1IQject in the City's history.
