Permits shall be required for the <br /> exclUaive use of system facilities and for groups of more <br /> thati twenty-five (25) people. <br /> (b) Liability of permittee. The permittee shall be liable for <br /> ariy loss, damage or injury sustained by the system or by <br /> sny person whatever, by reason of the negligence of the <br /> Rerson ox persons to whom such permits are issued. <br /> (0) Retlocation. Special activities. <br /> (a) Ficnicking. No person shall picnic in any apen space <br /> sit* ei[cept in those areas designated and equipped for such <br /> ! use. <br /> (b) Swimming: <br /> ~ (I) No person shall bathe, wade or swim in any open <br /> space waters or at any public beach except in such <br /> areas specifically designated for such use, and only at <br /> such times when a city or otherwise authorized <br /> ~ lifeguard is on duty. <br /> ~ (2) No person shall bathe, wade or swim at any beach <br /> ~ except when dressed in bathing attire which is <br /> E socially acceptable and conducive to water safety.
