Permits. <br /> The city council may promulgate regulations for the <br /> suitable protection of peraons and property and, subject to <br /> such regulations, the council may isaue special permits to <br /> duly-organized clubs and their members for shooting or the <br /> use of air rifles or bow and arrows on lands owned or leased <br /> by such clubs. Such permita shall be isaued by the <br /> clerk-administrator upon direction of the council, shall be in <br /> writing, and shall be valid only when in the possession of <br /> the person to whom isaued.
