0 Chapter 19 I PERSONNEL POLICY FOR CITY EMPLOYEES* I Sec. 19•1. Purpose. (a) It shall be the purpose of this chapter to establish a uniform and equitable system of municipal personnel administration for ' all employees of the city. (b) Any term and condition of employment shall remain solely ~ within the discretion of the city to modify, establish or eliminate. This chapter does not constitute and shall not be construed as an employment contract between the city and any employee covered herein. The city retains the full and unrestricted right to operate and manage all manpower, facilities and equipment; to establish functions and programs; to set and amend budgets; to determine the utilization of technology; to establish and modify the organi- zational structure; to select, direct and determine the number of personnel; to establish work schedules and to perform any in- herent managerial function not specifically referred to in this chapter. The personnel policies contained in the personnel chapter are ' subject to the laws of the United States, the State of Minnesota and the city ordinances. In the event that any provision of this chapter shall be held to be contrary to law by a court of competent jurisdiction from whose final judgment or decree no appeal has been taken within the time provided, such provisions shall be *Editor's note-Ord.
