They shall have continuity of <br /> alignment from block to block, and at deflection points <br /> easements for pole-line anchors shall be provided <br /> where necessary. All utility lines for telephone and <br /> electrical service shall be placed in rear lot line <br /> easements when carried on overhead poles. <br /> (2) Provided for drainage. Where a subdivision is <br /> traversed by a watercourse, drainage way channel or <br /> stream, there shall be provided a stormwater ease- <br /> ment or drainage right-of-way conforming substan- <br /> tially with the lines of such watercourse, together with <br /> such further width or construction or both, as will be <br /> adequate for storm water run off. <br /> (f) Blocks: <br /> (1) Factors governing dimensions. Block lengths and <br /> width or acreage within bounding roads shall be such <br /> as to accommodate the size of residential lots required <br /> in the area by the zoning ordinance and to provide for <br /> convenient access, circulation control and safety of <br /> street traffic. <br /> (2) Nonresidential blocks. Blocks intended for commer- <br /> cial, institutional and industrial use muat be desig- <br /> nated as such. <br /> (3) Length. Block lengths shall not exceed one thousand <br /> eight hundred (1,800) feet nor be leas than five <br /> hundred (500) feet in length. <br /> (4) Arrangement. A block shall be so designed as to <br /> provide two (2) tiera of lots, unless it adjoins a railroad <br /> or limited access highway or lake or backs on other <br /> subdivisions where it may have but a single tier of <br /> lots. <br /> (5) Pedeatrian ways. In blocks over nine hundred (900) <br /> feet long, pedestrian crosswalks may be required by <br /> the city council in locations deemed necessary to <br /> public health, convenience and necessity. <br /> ~ 1291 <br />
