Service charges. <br /> (a) Permits must be obtained to connect to the existing <br /> water service leads at the curb box and the interior <br /> plumbing. The permit fee for each of these connections and <br /> the permit fee for both of them shall be as established from <br /> time to time in a resolution adopted by the council. No <br /> permit shall be issued except to a licensed plumber. <br /> (b) In the event that, through the fault or omission of the <br /> owner of the subject property, a curb box or a service lead <br /> has not been installed for the property, then additional fees <br /> shall be paid at the time of making application for tapping <br /> the water main, which charges shall be as follows: <br /> (1) For the installation of a one-inch service connection <br /> where the installation is to be in an unsurfaced street, <br /> the fee shall be as established in a resolution adopted <br /> by the council. This fee shall include the tapping of <br /> the water main, the installation of the service line, <br /> and the installation of the curb stop and box. <br /> (2) For the installation of a one-inch service connection <br /> where the installation is to be upon a surfaced street, <br /> the fee shall be such fee as has been established by <br /> the council in a resolution adopted thereby for the <br /> restoration of a typical road-mix bituminous street, <br /> but where the installation involves the restoration of a <br /> higher type street, the fee shall be such as has been <br /> set by the city engineer on the basis of the cost of <br /> restoration. In any such installation, the location of <br /> the main shall be obtained from the city engineer. The <br /> foregoing fee shall be in addition to the fees set in <br /> paragraph (a) hereof. All backfill materials shall be <br /> mechanically compacted in twelve-inch layers in <br /> place in roadway area to existing street grade. <br /> (3) In the event of connectiona larger than one inch the <br /> fee in addition to that set forth in paragraph (a) <br /> Supp. No. 3 <br /> 1650 <br />
