<br /> <br /> . . - • <br /> <br /> SECTION VII CONSTRUCTION, MAINTENANCE AND INSPECTION <br /> <br /> <br /> A. Construction <br /> <br /> • 1. The construction of all signs permitted by this Ordinance shall be <br /> made in accordance with the provisions of the Uniform Sign Code <br /> published by the International Conference of Building Offitials. <br /> <br /> <br /> 2. No sign or sign structure shall be erected in such a manner that any <br /> portion of its surface or supports will interfere in any way with <br /> the free use of any fire escape, exit, or stand-pipe. No sign shall <br /> obstruct any window. Signs shall be so located as to maintain all <br /> required clearances from overhead power and service lines. • <br /> 3. The source of light for illuminated signs shall be shielded and <br /> directed in such a manner that it is not directly visible from ad- <br /> joining property and will not create a traffic hazard. <br /> <br /> <br /> 4. Sign support structiures for all free standing signs-except <br /> ground signs shall be limited to posts or columns not in excess <br /> of that commonly required to support the size and weight of the sign. <br /> <br /> B. Maintenance <br /> <br /> All signs and sign structures shall be properly maintained and shall be•kept <br /> in a safe orderly condition. In addition, all parts and supports shall be <br /> properly painted. Any sign or sign structure which is rotted, unsafe, de- <br /> teriorated, defaced or otherwise altered, shall be repainted, repaired or <br /> replaced by the licensee, owner or agent of the owner of the property upon <br /> which the sign stands, upon written notice of the Administrator. <br /> <br /> C. Inspection <br /> 1. Every sign hereafter erected shall have painted or designated in a con- <br /> spicuous place thereon, the permit number of the City of Arden Hills. <br /> <br /> 2. All signs for which a permit is required shall be subject to inspection <br /> by the Administrator. The Administrator is hereby authorized to <br /> enter upon any property o r premises to ascertain whether the provisions <br /> of this Ordinance a re being obeyed. Such entrance shall be made <br /> during business hours unless an emergency exists. <br /> 3. If the Administrator determines that a sign is dilapidated or <br /> a public nuisance, he shall submit to the City Council and the <br /> Owner of-the sign such finding in writing, enumerating the • <br /> conditions and reasons-for his finding Thereupon, the City <br /> Council shall notify the Owner and hold a hearing at which the <br /> Owner of the sign shall be heard. If the CityCouncil upholds. <br /> the finding of the Aclministrator it mav order immediate <br /> removal byproviding the Owner with written notice-of such <br /> order setting forth the reasons therefor. <br /> 11 5 <br />
