ARDEN HILLS CITY COUNCIL - June 30, 2008

32

Councilmember Holden wanted to verify that there would not be additional homes
impacted.

Mr. Benson stated that what was done with the design at the concept phase was to
not assume retaining walls between the ramp and the manufactured homes. This
gives more cushion in the design so that if the trade off is absolutely no more
impacts, there is a cost in adding retaining walls to the outside of the ramp that can
help in keeping those construction levels from being any broader.

Councilmember Holden stated that she would like to know where County Road 96
was going to be lined up and what the impact is. She asked Mr. Chromy if he were
to design this if there was anything he would do different.

Mr. Chromy stated that he did not see any easy fixes that don't come with other
substantial impacts.

Councilmember Holden asked if some of the concerns of Councilmember Grant
could be met if the City met with Representative Knuth while they were doing
preliminary design.

MOTION: Councilmember Grant moved and Councilmember McClung
seconded a motion to extend the meeting for up to an additional 45
minutes. The motion carried unanimously (5-0).

Councilmember Holden stated that she was elected to be a leader of the
community and help bring the City along.

Councilmember Grant verified that the County has what they need and the
Position Paper. He asked Mr. Chromy if the County had indicated that they would
stop their preliminary design.

Mr. Chromy stated that the County did have the Position Paper and that the County
had funding to correct the safety problem so they have no intentions of stopping
from moving into preliminary design.

Mayor Harpstead stated that the Position Paper did not have a definitive local
access interchange concept in it.

Mayor Harpstead restated the motion on the floor: there was an amendment to the
second Whereas in the Resolution to include: including but not limited: to 1. Noise
abatement, 2. The position of CR 96 related to the impact on Arden Manor, and 3.
Local pedestrian access to the neighborhoods, an amendment to the fourth Whereas
