ARDEN HILLS CITY COUNCIL - June 30, 2008

4

Public

Ms. Chris Lustig, 190 1 Todd Drive, urged the Council to vote no on the concept
plan that was being presented stating that it was a step backwards. She also stated
that voting in favor of the plan would be going against what the Council had
previously stated they wanted.

Ms. Kristy Effinger, 1969 Banyan Street, Arden Manor Residents Association,
commended the Council on the progress they had made so far but asked that the
Council vote no on the current Concept Plan. She also stated that Representative
Knuth and Senator Chaudhary would be willing to facilitate a meeting to assist in
resolving the issues the project presents.

Ms. Eva Storm, 4572 Prior Court, asked that the Council vote no on the Concept
Plan being presented.

Mr. Duane Sheaser, 1926 Todd Drive, presented a list of residents in Arden Manor
to the Council to show them the types of people that lived in this community. He
also explained that these people would not be able to afford to have their homes
taken away.

Ms. Beverly Togel, 4714 Prior Avenue N, explained that she was concerned that
she may lose her home and explained that if this happened then she would like to
move to the TCAAP property. She asked the Council to vote no on the Concept
Plan being presented.

Ms. Cheryl Fish, 2059 Todd Drive, stated that she appreciated the Council because
they did provide the residents opportunities for input. She presented the Council
with pictures of some of the green spaces in Arden Manor. She also stated that if
this concept was the best the Council could provide then they should vote in favor
but if they felt that more could be done to save more homes then they should vote
no.

Mr. Don Meyers, 4642 Prior Circle, stated that he would be one of the residents
losing his home and that he does not want to move. He also stated that he
understands that property can not stop progress.

Mr. Chuck Mertensoto, 3473 Lake Johanna Blvd., stated that there has not been
any public notice on record regarding affordable housing for those people that are
being displaced. He urged the Council to vote no until these types of issues can be
resolved.
