<br />ARDEN HILLS CITY COUNCIL WORK SESSION - JULY 28, 2008 <br /> <br />2 <br /> <br />information regarding the remedial investigation data along with inviting residents <br />to an open house. <br /> <br />Councilmember Holden questioned when an open house would be held. <br /> <br />Ms. Kvilvang stated this would stem off when the remedial investigation report is <br />sent to the MPCA and when the information was made public. She indicated the <br />Council would be kept informed as to the timeline to assure all members can be <br />present at the open house. <br /> <br />Councilmember Holmes asked what information would be released to the MPCA <br />and asked for the purpose of such an open house. <br /> <br />Ms. Kvilvang stated the RI data would be released and that the open house would <br />allow the City to present and explain the data, and allow time for the Council to <br />field questions. <br /> <br />Mayor Harpstead stated that this process would allow the Council to provide its <br />residents with the same information being provided to the MPCA. <br /> <br />B. Overview of Documents Related to Transfer of the TCAAP Property <br /> <br />Mike Comodeca, Spencer Fane Britt & Browne, LLP handed out a spider <br />diagram addressing the TCAAP property transaction. He stated this diagram lays <br />out in the most organized fashion possible the various parties and documents <br />involved in the transfer of the TCAAP property from the Army to the City of Arden <br />Hills. Mr. Comodeca reviewed the diagram with the Council in great depth and <br />detail explaining how each party worked together to make this transaction possible. <br /> <br />Councilmember Holden questioned why there was not a PP A between RRLD and <br />MPCA. <br /> <br />Mr. Comodeca explained the document between these parties was the Response <br />Action Agreement (RAA), which contains a lot of the same terms and provisions <br />that the PP A will. <br /> <br />Councilmember Holden asked what significance the line from the FF A to the <br />EP A had. <br />
